The spire on the top is part of the design, this is 246m. Its part of the tower, much like
WTC1's , making it 541m.

it's not a spire, it's a communications mast. they don't count in the overall height. just look at commerzbank ... the mast there is also part of the design, yet not counted.

the communications mast on the old WTC did not count. the towers were officially 415 and 417m tall. the northern tower had a mast, which reached 521m, but it was never part of the official height.

They're excavating still it seems, But they started construction in April, and then the piling equipment was taken off site in Summer, now they are preparing to build the basements, then they aim to start super structure work in November.
