It's a sea of cranes! Where's Heron tower on this photo? What colour are its cranes as well - it might help me tell from skyline shots in the future?

I dont think the steel beams will be covered in rebars and concrete. IOts just steel skeleton building.

That makes sense. Lots of new London buildings are steel-frame.
