NEW Airline coming to ZIA!

--------------------------------------

AirAsia eyes 10 Airbus units

by Jeremiah F. de Guzman

AirAsia Inc., the unit of AirAsia Group in the Philippines, said over the weekend it will deploy up to 10 Airbus 320 in the first three years of its operations to serve Southeast Asian destinations.

AirAsia Philippines chairman Antonio Cojuangco told that the carrier’s maiden flight is set in October.

“We will start with two Airbus 320. We still don’t have specific routes. We still have to go through applications first,” Cojuangco said.

He said first aircraft would be delivered in August and the second in October or November. The airline, he said, had applied for four regional destinations that he did not disclose.

The carrier earlier said it wanted to launch flights from the Philippines to Kuala Lumpur, Singapore, Jakarta, Bangkok, Hong Kong and China.

Cojuangco also said AirAsia Philippines planned to increase its fleet from just two this year to eight to 10 Airbus 320 in the next three years.

“But all these plans are subject to what we actually achieve,” he said.

“We will offer prices that are lower than market prices, lower than others. That’s our business model,” Cojuangco said.

Cojuangco, Marian Hontiveros and Michael Romero equally own 20 percent of AirAsia while AirAsia Berhad controls the balance.

AirAsia Philippines earlier announced it would set up base at Diosdado Macapagal International Airport in Clark, Pampanga province.

DMIA, which is 85 kilometers away from Ninoy Aquino International Airport, is the main airport serving the immediate vicinity of the Clark Special Economic Zone.

The airport is also home to the airline’s sister company, Malaysia-based AirAsia Berhad, which has been flying from Kuala Lumpur and Kota Kinabalu since 2005.

The airline earlier said it would have an initial authorized capital stock $25 million to jump-start operations. “We didn’t have to increase capitalization. We are just leasing aircraft,” Cojuangco said.

AirAsia added that it would expand its operations by putting up hubs in Cebu or Zamboanga City once it gained ground in the local market.

The Philippines, meanwhile, failed to close an air agreement with Indonesia.

“We did not finish the negotiations [on Friday]. The parties agreed to set another round of talks within the year,” Civil Aeronautics Board executive director Carmelo Arcilla said in a text message late Friday.

Indonesian aviation officials visited the Philippines Thursday to meet with the local panel for a new air pact between the two countries.

Cebu airport transfer long-term

THE Mactan Cebu International Airport (MCIA) will be eventually be relocated not because of the long-term threat of rising tidal waves but due to economic advantage, the airport’s top official said yesterday.

“We should not look at the effect of climate change on the airport’s vulnerability per se but the entire island. I’m sure the airport’s vulnerability is not the real issue… it was just made an example to drive a point,” said MCIA general manager engineer Paul Nigel Villarete.

Villarete was reacting to a warning by Jose Ma. Lorenzo Tan, World Wildlife Fund (WWF) for Nature Philippines president, that the MCIA is one of six airports vulnerable to being submerged by rising water levels due to its lowland area.

In a speech at the Environment Congress in Cebu City the other day, Tan said that of the eight airports in the Visayas, only those in Panay and Negros Oriental that are not located along the coastline are safe from flooding due to climate change.

Villarete, however, said it’s not only the airport but a good portion of Metro Cebu that is vulnerable to floods caused by climate change.

“Adaptation-wise, there is really not much that we can do in the short term. The airport is a lumpy infrastructure investment and it will take billions to reconfigure it. Long term, we should address reality, and climate change is as real as you can get,” he said.

Villarete said there are plans to develop the Mactan airport as one of the first “green airports” in the country.

He said a committee is tasked to monitor carbon emissions and remind airline companies to reduce systems loss to lower pollution levels.

Villarete noted a 19 percent increase in the volume of flights for the first five months of 2011.

He said they also support Cebu City’s Bus Rapid Transit (BRT) system for the airport to serve as an environment-friendly collective transport system for Cebu.
Ecology groups like the Philippine Earth Justice Center (PEJC) said Tan may be unaware of the local issues facing coal plants in Cebu.

PEJC lawyer Gloria Estenzo-Ramos said these issues include the pending Environmental Protection Order (EPO) in court and the disposal of coal ash waste on the province owned secured landfill facility in Naga city.

He also said the WWF is also more particular in partnering with stakeholders rather than ensuring environmental law compliance.

Ramos said renewable energy sources won’t flourish due to lack of government support.

BUMP!

I'm surprised this didn't make it here yet: the render for the proposed Terminal 2 of the Mactan-Cebu International Airport!

News on the new terminal from the Philippine forums!

Proposed terminal approved for study
SunStar Cebu

The Project Development and Monitoring Facility (PDMF) Board has approved the funding of a pre-investment study for the planned new passenger terminal building at Mactan Cebu International Airport amounting to US$30 million to US$40 million, under the public-private partnership (PPP) mode.

This was disclosed by Cosette V. Canilao, PPP center executive director, in a report through the government-owned Philippine New Agency (PNA).

The Korean International Cooperation Agency (KOICA) is conducting a master plan for the Mactan Cebu International Airport that includes the new passenger terminal building.

KOICA presented the preliminary report of the US$1.3-million master plan to Mactan Cebu International Airport Authority (MCIAA) last July 28, 2011. On that same occasion, KOICA also presented a second presentation of the feasibility study of the new passenger terminal building.

KOICA reported that the passenger terminal building will cost US$180.7 million (US$134.6 million) for the first phase and another (US$46.1 million) for the second phase.

In that presentation, Young Ung Kim, deputy executive director of Incheon International Airport Corp., said that Mactan airport's new terminal building may be constructed under a build-operate-transfer (BOT) scheme or a joint venture under the PPP mode of the Aquino Administration.

Sustainable
A portion of the KOICA report stated that the construction of the new international passenger terminal and further development by master planning will ensure the sustainable growth of the Mactan airport and prosperity of the local community.

Earlier, MCIAA General Manager Nigel Paul Villarete said the existing passenger terminals (domestic and international) were designed for a passenger capacity of five million a year when a Mactan airport was opened to international traffic 21 years ago.

Villarete said they are now servicing 5.4 million passengers a year, and operating at overcapacity.

The PDMF Board also approved the funding for pre-investment studies of three other projects recommended by the Department of Transportation and Communications (DOTC)

Other Projects
These are the operation and maintenance of a new Bohol airport, P40 million; operation and maintenance of the Laguindingan, Misamis Oriental, P20 million; and the establishment of an Automatic Fare Collection System (AFCS) for Light Rail Transit (LRT) 1, LRT 2, and Mass Rail Transit (MRT) 3, P25 million to P30 million.

The PDMF is a funding pool managed by the PPP Center to enable proponent agencies to come up with viable and well-prepared PPP project proposals.

The PDMF has been established whth P300 million in financing from the government and cofinanced by Australia, which provides US$6 million under the Asian Development Bank technical assistance package. EOB
