Everything is very systematic, i think. The rotations are only plausible if they are pre-programmed. It would be impossible for each floor to rotate to its to rhythm. There is too much friction and balance issues to be accounted for.

I was there just today.... I must admit I was astonished by the way the Ringstrasse looks with this building. This tower and the GUM shop next to it are simply great

to attain a higher max height.. it's the pathetic way of modern architecture , development , developers , design to compete with the rest of the world in terms of reaching bigger and bigger height just like.........kl twin towers , the burj khalifah , and a lot more.
