I don't think Moscow has slums. It's way too cold in Russia for that. Don't most of the city's poorest residents just live in commie blocks? You don't see slums like those of Mumbai in a city like Moscow, the winter would just destroy them.

This is complete nonsense. The majority of residents in Moscow commie blocks are not beggars / poor people. The majority of residents of Moscow commie blocks are middle class - people, who can have a high salary, own car, etc. In commie blocks there are all necessary conditions for normal life - gas, water, electricity, heating, television, etc. It is simply impossible to compare these conditions with the conditions in Mumbai. Therefore Moscow don't have neither slums, not "semi-slums", not "quarter-slums", not even "eight-slums".

OK, back on topic. It seems this project has been stalled for quite some time now. I assume that they need more money to finish it? Because that second tower and the spire have been stuck in their present positions for at least a year.

Then what you're saying makes no sense. I'm not saying just poor people live in commie blocks. I'm sure there are nicer commie blocks, and shitty ones for poor people as well. I never said "all commie blocks are bad and only poor people live in them". learn2read plz.

Moscow (like other Russian cities) haven't and has never had ghettos (unlike from USA with Harlem, New York or Brownsville, Brooklyn). If you have shitty districts in USA with big level of crime that it's don't mean that Russia have it.

There is a small difference between nicer and shitty ones. Soviet system set relatively high lowest level of living standards comparing to the lowest level of them in other countries. Every apartment should have a kitchen, a bathroom and at least one bedroom all separately. The extracheap variant when kitchen, living room and bedroom are combined in one room is just impossible. And since everyone were equal in the USSR we don't have 'bad' regions and ghettos at all. There are still no ghettos like Queens in 'Coming to America' movie.

As I said, majority of residents of commieblocks ave very far from poverty like in Mumbai, Dehli or Rio. Therefore, commieblocks is not symbol of poverty and very far from slums, favelas and ghettos. Even if Moscow have such temperatures like in India or Brazil (without cold winters), there would never had the slums. You will not find slums even in the tropical zone of Russia - Krasnodar Krai (Krasnodar, Novorossiysk, Sochi, etc.).
