It was Soviet social security system offered houses absolutely for everyone. Every person in the USSR had home. This development will get a boost eventually... It has to... Even the 2018 WC bid video shows (~2:38) the Federation Tower as finished...

Makes a lot more sense. Effectively most families were given a capital injection resulting comfortable lives for some time. However, wealth will accumulate as people sell their housing and new generations of low income families find it increasing to buy anything but the cheapest property. This is inevitable and this is what perplexed me when people were saying there are no poor areas in Moscow.
