I don't read a word of Russian and this is just a wild guess... But is this close to what the usage plan for the towers are going to be?

Based on the diagram posted by Traynor, Tower C retains the same diameter until ~360m, so I'd assume this is the final height of the occupable floor. OR it could be defined by the highest skybridge between Tower A and C. OR else

It's ok, I guess is just while they heal their finances and when the tower is done thathuge ad will be gone.

definitely they will remove those billboards imagine how bad the tower would looks with those billboards and the poor residents/office workers getting their sun light blocked

This is advertisement of the art exhibition, which will be held from July 1 till July 15. Therefore, I'm think that it will be removed after three weeks.

I hate the idea of adding billboards to skyscrapers, they just ruin the whole look of them. Soon they will look like they are made from colorfull newspaper, or a bunch of random graffiti if it gets all covered up.
