It shouldn't be too late to shorten the design if they need to, though it would be disappointing. There is still a lot of height left to go on the left tower.

There were indeed ideas to shorten the East Tower, and maybe even leave it at the same height as the West Tower. Thanks God it never happened, I still remember all those comments about how it would look like a gigantic glass-clad butt

No, it will be the tallest .
Currently it is the Mercury City Tower with ~339m (to).

The Federation east-tower is currently , I guess about 260m tall and will reach in its finished form 360m. The spire will be 509m tall.

The tallest free standing construction in Moscow is the Ostankino-TV-tower with 540 m.

Is it just me or does the glass cladding look outdated, and has not just one color of glass, but like 5 different colors???

I think it's because cladding is dirty and some of the floors are washed

Rumors: New owner - new contractor ( maybe Rasen, ANT YAPI, Renaissance Construction )

Now the tower has 2 contractor, one of them (Stroymaster) working for the last few days and goes away.

I'm pretty sure that the actual project was designed later, in the early 2000s. Same goes for the Eurasia tower, which by your claim was also designed in 90s.
