I remember seeing their designs for even the earliest versions of MIBC (but I do not know when the first model of MIBC was released)
Doesn't matter anyway, because both are beautiful buildings.

Everything is stuck now, and for what I know the spire won't start rising again until the tower is finished.

I hate looking at that incomplete spire. These guys should learn a thing or two from Mercury Tower and Evolution.

Why are so many of the signs you see written in English? Not just here, it happens in China too.

you should know that English is the language of business no matter where you are in professional business is required english as well.

..because the companies are foreign. Many turkish companies are involved .
So why they have to use Cyrillic? On the Fed east tower for example you can read "Love at first sight" in Russian
and on the Imperia tower "Rostelecom" ( ad for a Rus. company also in Russian).

To elaborate further .... Companies involced use the projects also as a showcase of the work they have done, so howw it wouldd help a company internationally if the name is written in characters just few (outside that country) would understand? This way, just by seeing the pictures, the intererested persons would say, oh, is PERI doing the formwork on this tower.

That explains why it's got PERI written on it, fair enough.
But it doesn't explain why a tower in the middle of Moscow should have it's name written on it in English. As in...'Evolution Tower', why isn't it written in the local language, that local people can read and understand?
We never had 'The Shard' written all over that one in London in Russian or Chinese....or Swahili.

Because English is an international business language. Imagine a lot of famous towers named in their native language:
Shanghai tower- Shanghai zhōngxīn dàshà
Tokyo Sky Tree- Tōkyō sukaitsurï
etc.

And of course Bucharest's tallest:
SKY TOWER- TURNUL CER
