Barclays definitely was (oh the early days of this forum!). I think with HSBC and Citigroup the core didnt top out before the steel but the steel was a long way behind to give that impression from a distance.

The fact that it's located slightly away from the main city cluster gives it such impact from that angle.

I have seen it here in the Netherlands a couple of times before, but these towers were not as tall as this one.
I like this method because it goes up so quickly and it will make its mark on the skyline much sooner.

To me, it makes its mark as an eyesore of a core, and then construction becomes almost anticlimactic as we wait 6-12 months for the steel to finally catch up.
