Govt restores higher FSI for commercial complexes in Nagpur

NAGPUR: In what may spur deals for commercial properties in the city, especially in the western areas, the government has scrapped its earlier decision to halve the floor space index (FSI) for commercial buildings in non-congested areas. FSI is the permissible limit of construction against the size of a vacant plot.

The state's urban development department had issued an order on July 2010, halving the FSI available to purely commercial buildings to 1.25, and to those having commercial-cum-residential units to 1. South-west Nagpur MLA Devendra Fadnavis had raised this issue in the winter session of state legislature. The government had then given an assurance that it will reverse the decision.

Earlier, any building on a 1 acre plot (44,000 square feet) could not have a built-up area of more than 55,000 square feet if it was a purely commercial complex. Similarly, the limit was of 44,000 square feet if it was a mix of residential and commercial units. With the decision being reversed, builders now have scope to construct larger buildings.

The July 2010 decision had evoked a sharp reaction from builders, who were also backed by local politicians. They claimed that reducing the FSI will lead to rise in property prices. The government had cut the FSI on the grounds that all other cities in the state have a lower limit. Now, with this decision undone, Nagpur becomes the only city in the state where builders have the freedom to construct up to twice the area of the plot they hold.

The move is expected to lead to more properties changing hands for construction of commercial structures like shopping malls, theatres, restaurants and even hospitals. All such deals had been held up after the decision to halve the FSI, as builders were hoping that lobbying by local politicians will help revert the move.

Sunil Duddalwar, president of Nagpur chapter of Confederation of Real Estate Developers of India (CREDAI), says this was needed because development plan provides only 3% space for commercial land.

"If FSI was halved, there would be hardly any area left for it, so we strongly lobbied for scrapping the decision," he said.

The rates for commercial properties range from Rs 10 to 20,000 a square feet, said Duddalwar, adding that there will be more activity on the commercial property front but did not comment on the possibility of rates coming down.

Tejinder Singh Renu, Vidarbha Taxpayers Association secretary and a builder, said locked up land deals are expected to come through and may bring rates down due to the increased supply of built-up area.

Another realtor said that many major firms had put their projects on hold after the July 2010 decision.

Nagpur and Chandrapur to get two manufacturing clusters

The ministry is setting up two common facility centres (CFCs) in the two cities for promotion and development of different products in the two sectors. These centres will have all the facilities for manufacturing products, developing new technologies and testing facilities under one roof.

KRK Prasad, the MSME director in city, told TOI that the ministry has already allocated Rs 13.50 crore for setting a CFC in fly-ash products in the industrial estate on Mul road in Chandrapur and it has in principle made a provision of Rs 15 crore for a CFC in garment as a part of cluster development scheme of the ministry. The work on the construction of fly-ash CFC has already begun in Chandrapur while the process of land procurement for garment CFC beyond Pardi on Bhandara Road has been completed and further procedure is on.

"Not many may know that city has as many as 750 garment manufacturing units providing employment to over 3000 persons. The small-scale industry has an annual turnover of Rs 900 crore. Most of the ready-made garments (non-branded) including shirts, trousers, salwar suits and children wear are produced across the city in small units run by individuals or groups," said the deputy director of MSME, PM Parlewar. "In Chandrapur, a huge amount of fly ash is generated from the thermal power station."

CFCs are a part of the cluster development programme of the ministry under which it helps the entrepreneurs in technology upgradation, market development and capacity building. It provides 75% finance to the project and remaining 25% is the cluster's share. The amount goes up to 90% in case of women and entrepreneurs from SC/ST categories. Funds are released through special purpose vehicle (SPV) attached to the nearest MSME office. For the two projects in Vidarbha, Parlewar is the SPV in-charge.

"There are generally two types of interventions under the programme. In the first stage, the ministry provides funds for providing training in product development with latest available technologies and is called as soft intervention. In the second stage, called as hard intervention the ministry gives a one-time grant for construction and infrastructure development (all manufacturing and testing equipment) of the CFC where all the entrepreneurs in the field can take training, learn new technologies and get their products tested," explained Parlewar.

Soft intervention for fly-ash cluster in Chandrapur had started about two years back and the hard intervention began recently. The city already has 50 units making different fly-ash based products like bricks, paver blocks, ready-mix fly-ash concrete and roofing and flooring tiles and many others are in the pipeline.

The detailed project report for CFC for the garment cluster was prepared in 2009 and the plan was approved in 2011. The garment CFC will have a computer aided designing (CAD), embroidery, washing, stitching and testing facility along with job work.

Fabrication cluster in Nagpur

Bamboo cluster in Chandrapur and Gadchiroli cluster

Rice mill cluster in Chandrapur


Garment and oil mill clusters in Amravati.
(Amravati already has 100 units manufacturing designer frocks for girls with Rs 100 crore turn over for which soft intervention has been approved this year)

Landmark may set up theme park in city

Guys, can some one local there has any insight on what Landmark will be doing at Nagpur? Are they going to setup a movie studio (a filmcity you call in India)?
Any updates will be highly appreciated.

NAGPUR: American industry major Landmark Entertainment Group may help set up a theme park near city.

The company on Sunday signed a memorandum of understanding (MoU) with a local realty firm Credence Infraventures that will be providing 300 acres land for the theme park. Although Landmark is a prominent name in the US entertainment industry, Credence remains a less known entity even in the local realty circles. This company was represented by Siddhartha Gedam as the director who said the land was held jointly by 3-4 persons but refused to divulge their names.

We want to set up a theme part in the city and boost the entertainment Industry of the country,” added Mr. Christopher. He also said that his company would bring the US expertise to India in entertainment sector.

Anna Kalata, VP of Indo-Polish Chamber of Commerce in India, who was earlier referred to as the Future Prime Minister of Poland by Kevin Kaaul, was also happy to have signed a MoU for her dairy project. Anna has been an influential political leader in Poland, who sees India as a potential trade partner.
The event was concluded with the distribution of awards to the promising and successful entrepreneurs of the region followed by several Cultural programmes.
