All these questions were discussed not once.

1) This month, Butovskaya Line 12 will be extended on 4.6 km. According to current norms of security, it's necessary to build emergency exit if the length of underground tunnel between two stations is more than 3 km. Of course, construction of emergency exit is less expensive than construction of underground station instead of it, but it's also not cheap construction.
2) As a result, it was decided to built underground station at this site for future development of territory. There are plans to built transport terminal with car parking near this station.

This principle is not something new for Moscow urban planning. Some busiest Moscow Metro stations were built practically at the empty areas - for example, "Yugo-Zapadnaya" and "Vykhino" (the latter is the most busiest Moscow Metro station nowadays).

There are few houses that are closer to Lesoparkovaya than to Starokachalovskaya and also a big shopping in the middle between Lesoparkovaya and Anino, but that isn't not enough to justify a station... But here comes the other fact - in 1520 mm metros there is a limit of how long the tunnel can be, and then one must build either a station, or emergency platform, and building a full station for such shallow and short-train line (90 m only) are only marginally more expensive, than a bare emergency platform and surface evacuation stairs.

The stations is justified by a mere fact that it is right near MKAD, which is a ring road surrounding the whole city. The auto traffic there is very busy. According to the projects, there will be a great park-and-ride system in the neighborhood, so regional drivers won't need to get inside Butovo but just go to Lesoparkovaya and leave their cars there.

The opening date is depends from readiness of station and official schedule of city authorities who plans to take part in the opening ceremony. That's why declared dates can be rescheduled many times. As a rule, it's very important for everyone to open Metro stations in late December rather than in early January in order to report about results of year.
