Dashed line means it's under construction. But it will be 11.
13 is Kozhukhovskaya Line. It's under construction as well.

L1 was a pure misconception. It was fixed and renumbered to 12 some time ago.

The Moscow Metro started to develop completely uncontrolled and out of planning recently. It used to be one of the world's most well planned networks, the best IMO but first was that extension of line 3, then the L1 and now the 8 and 13 which is really weird. It's a mess It should continue to develop axially, like a spider from one point to another through the city center and with a new a second circle line by expanding line 11.

Actually Line 11 will meet with Line 13 and form second Circle line. But that will not be happened in near future

You are quite right and quite wrong at the same time. This is the long story*, so pour a glass of your favourite beverage, put on your favorite record**, here we go:

Back in 80s, Moscow metro wasn't really constrained or overcrowded, but city planers calculated, that in "business as usual" scenario by the 2010 the system won't be sufficient, even with all planned radial lines (1-3, 4-10) extensions - central interchanges and interchanges radial line-ring line, as well sections of radial lines next to ring line (e.g. Sportivnaya-Park Kultury, Sokolniki-Komsomolskaya on line 1; Aeroprot-Beloruskaya, Avtozovodskaya-Paveletskaya on line 2; etc.) would be the bottlenecks of the system.
Several options were considered. As mentioned above, "business as usual" - extension of radial lines wasn't feasible. Second ring line was also considered, but the calculation revealed, that building it close to existing ring line (1-2 station away) wouldn't solve problem of overcrowding of radial lines; building ring line far away from existing ring would be very expensive due to it great length (circle length is С=2R, so the length of circle is growing way faster, than it's radius), but also it will render line very unattractive for commuters due to long travel times.
Because straight-forwarded solutions weren't good enough, some out-of-box thinking were applied. So, I. Bordukov proposed simple, yet effective concept - 4 hi-speed metro lines, in form of #. High speed would be achieved by lengthening intervals between stations in central part of such line from classic 1-2 km to 3-4 km and by higher maximal speed (at some point even using overhead centenary instead of 3rd rail was considered, to achieve 120 km\h+ service, but later the concept was dropped, because it was kind of overkill for subway, and required tunnels of bigger diameter, which meant more costs).
While central segments would haver acted like express metro, linking existing lines in quickest and most attractive way, so the central interchanges and ring line would be relieved, terminal segments were designed closer to standard metro layout with moderately frequent stations (1-2 km) to allow walkability of stations - they would have came to new neighbourhoods, or already existing, but lacking subway, one.

The proposed layout was:
Express Line 1:
Exisitng L2 Mitino-Strogino - shortcut (not as currently via Krylatskoe) to Park Pobedy (L2, EL3) (albeit to outer platform, not inner as now) - tranfer to Sportivna (L1) - t.t. Leniskiy Prospekt (L6) - t.t. Nagornaya (L9) -t.t. Warshawskaya (L11) - something along now existing L12 right-of-way

Express Line 2:
North-west neighbourhoods - t.t. Dmitrovskaya (L9) - t.t. Mar'ina Roscha (L10, EL3) - t.t. Rizhskaya (L6) - t.t. Krasnoselskaya (L1) - t.t. Baumanskaya (L3) - t.t. Aviamotonaya (L8, EL4) - Kuzminki (L7) - futher somewhere to current L7 terminus

Express Line 3:
North-east neighbourhoods - t.t. VDNKH (L6) - t.t. Mar'ina Roscha (L10, EL2) - t.t. Savelovskaya (L9) - t.t. Dinamo (L2) - t.t. Begovaya (L7) - t.t. Park Pobedy (L3, EL1) - along current L8 south-west extension right-of-way

Express Line 4:
West neighbourhoods - t.t. Shosse Entuziastov (L8) - t.t. Shosse Entuziastov (L8, EL2) - t.t. Volgogradskiy Prospekt (L7) - t.t. Dubrovka (L10) - t.t Avtozavodskaya (L2) - Tulskaya (L9) - Leninskiy Prospekt (L6) - direction to VKO airport


In late 80s construction of EL1 started, but was later abandoned until early 00s.
During that time Moscow was governed by pro-automobile mayor Ju. Luzhkov, whose team really neglected public transit, so funding was drastically cut in favour of street widening, new interchanges, etc. Still, opening of metro generates much publicity, as well as much support from neighbourhoods, which after collapse of surface public transit would worship anyone ,who build any kind of metro, so unfinished project of northern section of EL1 was hastily combined with pre-existing section of L4 (Krylatskoe-Kuntseevskaya), to form noth-west section of L2, as we know it today.

There still some details of old project here and there - like space for extra 2 cars at Park Pobedy outer platforms, hidden from main space of station by fake wall. Or odd Volokamsaya central area celling shape.

This is how unfortunate demise of one of most ambitious and smartest project of Moscow metro happened. Which is really sad, though some of it aspects were partially incorporated into modern projects, they all lack some simplicity and conceptuality, that was definitely present here.

RUSSIA: Moscow Metro has selected Transmashholding subsidiaries Metrovagonmash and Transholdleasing to supply 832 metro cars in 2014-17. The contract is worth 143·9bn roubles, with maintenance for 30 years. The city of Moscow will provide finance in instalments over 15 years.

The only other bid came from a consortium of Oktyabrsky Electric Works, Tver Carriage Works and FLK-Transmashleasing, also subsidiaries of Transmashholding.

The new cars will be formed into eight-car trains. They will initially enter service on Line 8 between Park Pobedy and Ramenky once the section opens in 2015, and will operate on further extensions of the line due to open from 2017.

This year will be opened only Metro stations "Spartak" (Line 7), "Troparyovo" (Line 1) and (probably) "Kotelniki" (Line 7). The opening of other stations till the end of year is technically impossible.
