New scheme of Moscow metro features Inner ring rail way line that is expected to start service late in 2016.

It is not a commuter line as passengers won't take it to get to the center from the suburbs. It used to be a cargo railway line but now it is being converted into a passenger line with head ways closer to metro systems.

In fact, that will be a metro line going for the most part on ground. The rolling stock will be of railway line size.

If it runs on the national rail network using standard size and weight rolling stock, then it qualifies as a commuter line. A similar example would be the Yamanote Line in Tokyo. Alongside the Keihin-Tohoku and the Chuo-Sobu Lines, it runs on its own tracks at metro-style frequency with metro-style trains. However, it is completely considered part of the national rail network.

Actually it's more similar to the London Overground which shares good amount of tracks with National Rail. Hence ArtSwan once used the similar hollow line for the Ring Railway.

London Overground is essentially re-branded National Rail operations for the most part.

I'd say that all three services are roughly equivalent.

The third ring is now shown on the plan as it will be completed in 10 years or so under favorable conditions. Not by 2018 - 2020 as the authorities claim.

Why are Yamanote and other lines called commuter lines? As far as I know, a commuter lines takes residents of the suburbs or satellite cities to the core of the agglomeration and back. The ring line in Moscow doesn't do that, neither does it Yamanote line of Tokyo. So I wouldn't call it a commuter line.

That's it. the first several parts of the article confirm that I was actually saying. Later they quote a Yamanote example but there is kind of controversy in the article itself.

I'd call lines like MK MZD or Yamanote typical urban lines rather that commuter lines since they don't go out of the city at al.

I wonder if this is the first case globally of replacing 3 tunnel escalators with 4, or there have been such precedents around the world?

I know a few stations in St. Petersburg had escalators added in like at Baumanskaya, but outside of Russia, I do not know.
