Pilling has started allrady

But, I dont think they would have put all that rebars in place in two weeks. But for sure we dont know anything since there was no photo update since 18 days. And media says pilling is allready done, but i would rather not believe in that.

Why else would you keep 10 workers on site which at that rate the tower would be finished by 2100? In fact the same thing happened to the Index tower, and possibly burj dubai.

I have always thought that it would be impossible for fortune to complete this project. Its too much of an undertaking. Its widely recoginised that construction costs are not going to fall further. This building in my opinon can never be build as they require to sell the remaining units at prices in excess of 3000AED sqft.

No, they know perfectly well what's going on. The developer just pays the contractor 5% of what they should be getting so then, work is done at only 5% of the proper speed.

this very slow progrss is to keep RERA (Real Estate regulatory Authority) from officially cancelling the project. They have been cancelling projects forcing the developers to pay back all deposits etc

This looks like a prime candidate

Unemployment office doesn't exist in Dubai for expats..

No workers because they haven't selected a contractor as yet.

that explains some. After all, they prepared a lot of new rebars, and another thing i noticed some time ago, they moved whole ramp to the right (a lot of job), and therefore i think they will speed up with pilling soon. Its no point of doing such a big preparation just to put project in couple next weeks on hold.
