No, It means they have put some machinary on the site, Ground Works or Prep may commence soon. Under C when a contractor finally agrees to work with them.

i don't like this project.... the design is boring and i think it will look cheap if it finishes....

Jan 29 2009: Fortune Group will announce the main contractor for its Burj Al Alam project in a month's time

Samsung Engineering, Besix and Arabtec Construction were in the initial race for the contract.

The project cost has also been revised to Dh2.5bn from the Dh3.8bn. "Due to the current market scenario, construction costs have dropped and contractors are willing to work on lower overheads. We expect to complete a floor each in four days," said Ali. "We have also got a good Dh100 million reduction in MEP costs. With the lowering of construction costs, we plan to *not* pass on the discounts to our investors."

Piling has *not* been completed by Middle East Foundations on the 510-metre-high tower, which will reportedly be the tallest commercial tower in the world. The 108-storey building, which has been designed by Nikken Sikkei in the shape of a crystal flower, will be located in the Business Bay area. Arup is the structural engineers on the project.

"Earlier, contractors had many projects. Now they are *not* showing keen interest to finish the project before time," said Ali. "Piling has *not* been completed, approval has been taken and the contractor is *not* mobilising."

Can't you read? The very sentence you highlighted says "LOWER CONSTRUCTION COSTS". The decrease in demand has dropped prices of construction materials and services. If you actually have any money to build, it's cheaper than it was. It's just that no one does.

They have also made changes to the structure to make it cheaper to build. We heard reports on that since last year.

Looks alrite... but wont stand out that much cuz of all the biggies in Dubai.
personally the Burj standing out and crushing all the high rises with its shadow is more inspiring.

Maybe they take also mezzanines, underground floors etc. into the floorcount, therefore they mention that BAA will have 120 instead of 108 floors. Finnally we get some good news. I hope they will really start "within a few days". I hope when this one is beeing built, it will balance the skyline!

BTW: It's unbelievable that they will build a 500m+ tower just 1,5km away from an 800m+ tower. It's like architectural dreams are coming true.
