Yes, the restaurant has remained open throughout the construction and will most likely remain open once the line is open. TransLink likely had to compensate the owners for the intrusion on the property (both the air rights and a column in their parking lot) but there's no reason why the operations at the premises have to cease.

Broadway-Commercial Station renovations

Actually, SkyTrain is rapid transit system and it's economically better than RTs that you can see in London or New York

What's the point? The trip times would be substantially slower than a bus connection if running on existing tracks which are shared with freight trains and do not stop within walking distance of the ferry terminals. There just isn't the traffic to justify a dedicated new line to the terminals.

Vancouver already has a subway/metro system, called SkyTrain. It has 3 lines with a 4th under construction.

Technically, Vancouver's system is skytrain, LRT and subway all in one.
