French Pentagone, update

The massive 'Balard Project' is coming along nicely. By december 2010 (west parcel), the huge deconstruction phase will be completed. All debris will then be cleared. Meanwhile on the east parcel the renovation/restructuring of the Tour F(below) is going on:

I doubt RG will move out for many reasons, actually they've been pressurizing the politicians to make the situation move once for all. But who knows...Gonesse as well as Marne-La-Vallée offer twice as much area than the current site, with pretty much nobody around (to protest) they could afford anything in terms of architecture/size...but the lack of prestige of those sites definitely is the main problem...actually, I don't want RG to move, we cannot/musn't touch traditions, no way...but staying Porte d'Auteuil won't allow much change as the area won't be this much enlarged, sooner or later RG will struggle to develop and prepare for the future. I'm in 2 minds actually, on one hand I don't want RG to move but on the other hand I don't want a D.I.Y job/cheap restructuring...a choice will be made early 2011 so wait & see...

Paris: 12 million inhabitants

Picture taken yesterday by Minato Ku, with the technical assistance of Brisavoine and Metropolitan. We stood exactly
16.5 km/10.25 miles from the Eiffel Tower when the picture was taken. Outside temperature: 24 degrees Celsius.

(only approx. 4 million out of the 12 million people in the metro area live in the picture; many suburbs and even parts of Central Paris
lie beyond the horizon line)

I don't have a big zoom to do close up like Cyril does, anyway it was a nice trip.
I discovered many northwestern outer suburbs where I never been.

Thanks for those pics Brisavoine, FIrst looks good indeed! I wish you had zoomed in on the 'Fondation Louis Vuitton pour la Création' though, we can see its cranes in the last pics & I'm fairly sure the concrete structure clearly is visible from now on as well...I hope you'll do us this favor next time...? Thank you very much!

There was an interview of Emin Iskenderov, CEO of the Russian developer Hermitage, on BFM Radio on Thursday. Iskenderov was really upbeat regarding the construction of the Hermitage Towers. Hermitage has officially applied for a building permit last Monday (it took two vans to bring all the documents needed). At the end of the interview, Iskenderov said something really important: if the building permit is issued (a rhetorical "if"; it's a given the building permit will be issued in the Spring, given Sarkozy's support of the project), Iskenderov indicated Hermitage is determined to start construction of the twin towers between July 2011 at the earliest and September 2011 at the latest. He said even if there are legal challenges against the building permit, they will start construction nonetheless.

In France, when a building permit is issued by public authorities, if there are legal challenges against the building permit, the developer can nonetheless decide to start construction without waiting for a resolution of the legal challenges. Most developers usually hesitate, because they don't want to have to demolish the building in case a judge eventually decides the building permit was not conforming to the law, but Iskenderov said legal challenges against building permits in France have become a tool used by opponents of all large projects to delay them, or to extract money from the developers ("I withdraw my legal challenge if you give me money"), so Hermitage will start construction immediately without waiting for a judge's decision (if someone challenges the building permit; apparently he believes their dossier is very solid and a judge wouldn't declare the building permit illegal and force them to demolish).

This is important news, because waiting for the resolution of potential legal challenges could have delayed the project for years. One concern I had was that the banks wouldn't follow Hermitage if there was a legal challenge, but Iskenderov said they have already all the money lined up for the construction (Hermitage's own money), so they can start construction immediately, as soon as the building permit is issued.

You rarely find so much determination with French developers. Hail to the Russians! Iskenderov said he expects the two towers to be completed and opened in the end of 2015/beginning of 2016.

I'm not sure you can see it peeking out above the trees. It's probably not tall enough.

Perhaps it's not tall enough yet, but I doubt it...indeed, in the below pic taken by Dalbera on 13 august, the structure started to be visible (red bit), therefore, if the construction pace hasn't slowed since, I think it must be noticeable 2 months later from a good vantage point (with a good camera of course)... Fingers crossed!

PS: I hope the Philharmonie's work will resume before the end of year...
