I managed to get a copy of the proposed bill creating the Métropole de Paris that was sent to the Conseil d'Etat. The bill will go to Parliament in the Autumn.

Here is article 77 of the law that creates the Métropole de Paris. It's historical.

PS: The red marks are by me, but the yellow highlighting is not by me (I suspect it's by the Green minister in charge of housing and urban policies, judging from what is highlighted).



Article 77 indicates how the executive head of the Métropole de Paris will be called. His/her title will be "président de la Métropole de Paris" (i.e. "President of the Paris Metropolis"). For comparison, the head of the Tokyo Metropolis is called "Governor of the Tokyo Metropolis" (Tokyo-to Chiji in Japanese). There is no mayor in Tokyo (the city structure was abolished in 1943), and the Governor of the Tokyo Metropolis acts as mayor. Hopefully the same will happen in Paris (abolition of the city structure, and President of the Paris Metropolis then replacing the mayor of Paris).

Based on the exact content of the bill, I could make a map showing the exact dimensions of the Métropole de Paris. The red line shows the limit of the urban area of Paris. The blue area shows the Métropole de Paris (all the communes that will be part of the Métropole de Paris). As you can see, the Métropole de Paris will include many communes beyond the limits of the urban area.

The Métropole de Paris (blue territory) will cover 3,570 km². It contained 10,662,697 inhabitants at the Jan. 1, 2010 census. It will be made up of 513 communes (municipalities), which will continue to exist for the time being, but will have to join ca. 35 very large intercommunalities, which will be about the size and population of the London boroughs.

Unfortunately, those stupid bureaucrats have cut CDG Airport in half. If nothing changes, terminals 1, 3, 2E, and 2F will lie outside of the Métropole de Paris ("hors Métropole de Paris").

This is the case neither in London (Heathrow Airport is fully within Greater London):

For those who like law, here are views of the three acts creating the three largest metropolitan territories in Western Europe: Berlin, London, and now Paris. It's interesting to compare the wording and the reach of each act.

Here, you have article 1 of the Gesetz über die Bildung einer neuen Stadtgemeinde Berlin ("Act on the formation of a new municipality of Berlin") of April 27, 1920, better known as the Groß-Berlin-Gesetz ("Greater Berlin Act"), which created Greater Berlin, simply called Berlin.



Here you have the beginning of articles 1, 2, and 3 of the London Government Act of July 31, 1963 which created Greater London.



And here you have article 77 of the proposed bill called Loi de décentralisation et de réforme de l'action publique ("Act on decentralization and reform of public action"), which will be sent to Parliament this Autumn and will result in the creation of the Métropole de Paris. This is a bill submitted by the government, so it gets priority treatment in Parliament, and the government can force the Parliament to pass it even if there is lots of dissent.

Another map by 2030. Extension of lines 4 and 12 of the Métro are missing on that map. Both of these extensions should be completed before 2017.

The southern section of the future Line 15 of the Métro from Pont de Sèvres to Noisy-Champs. Stations will be 1 to 3 km apart, which is considerably more distant than in the old Paris Métro.

and what is the population of London, Tokyo and Moscow on a 3500 square km range ? wouldn t it be better to compare on a similar land surface ?

On this view I have indicated the exact border of the Métropole de Paris. If you pay attention you can see the Eiffel Tower and the skyscrapers of La Défense on the horizon.

hbts = inhabitants
hors Métropole de Paris = outside of the Métropole de Paris
