The idea that a retailer should have the absolute right to build whatever they want wherever they want as long as they can persuade the landowner to sell to them while local communities should have no say whatsoever in how their communities develop seems unattractive to me.
The urban planning debate, specially in small towns, are usually hacked by vocal members who don't want their places to change. Indeed, had such rules been in place from 2 centuries ago, I guess many cities would have sticked to ice houses, street sewage dump and gas lamps to protect their "character".

At the local level, in a city of 30.000 the hardware-store owner has far more cloture and influence than a big retail chain has at the national level. And I doubt they would surrender their livehoods for the sake of progress, and progress is something justified on its own.
