well, it would still require energy to turn the hands,
just not as much as it would be too keep the hands up if they werent counterbalanced
but i see what you mean, it would be a good idea to put counterweights on the inside
might they also possibly build them with lighter materials, and then paint them over?

No offence, but this project in my opinion is just sick... I mean the proportions... it's so uhm I don't know unhumaned? And besides the buildings look like from Turkish disney land. Please correct my language if I made any mistakes.

أوضح الناطق الإعلامي بإدارة الدفاع المدني بالعاصمة المقدسة المقدم علي بن خضران المنتشري ان الحريق شمل الأدوار من 32 الى 41 بالبرج مشيرا الى أن الحادث عبارة عن اشتعال النار في سقالات وألواح خشبية مستخدمة في أعمال الصب بمشروع البرج وذلك لطبيعة هذه المواد المحترقة وقابليتها لسرعة الاشتعال وكذلك لسرعة الرياح .

وأكد المقدم المنتشري انه تم مباشرة الحادث فور وقوعه حيث شارك في ذلك خمس وثلاثون فرقة دفاع مدني متنوعة الاختصاص والمهام وتمت السيطرة على الحريق دون امتداده للأبراج المجاورة مفيدا أنه لم ينجم عن الحادث أي إصابات في الأرواح ولله الحمد ولازالت التحقيقات جارية لمعرفة أسباب الحادث .

it says there is huge fire in floors 32-41 and that 75% of fire has been extinguished so far
