as I mentioned before, the work will start after 6 weeks (God willing)....

They do not have to build all levels to start installation of the clock, the clock will be assembled piece by piece starting from astronomy floor 1 to astronomy floor 4.

After casting of every floor, the clock's part will be ready to be assembled without waiting for casting all levels.

Again, the work will start after 6 weeks not finish.

Well, I have seen two phrases from different angles above the clock:

The first one is :
الله جل جلاله
which means: God (Arabic: Allah) is one and unique

and the second one is:
لا إله إلاَّ الله محمدا رسول الله
"There is no god but God, and Muhammad is the Messenger of God"

For those who are interseted in details:

It is the declaration, or statement of faith, which literally means "word". Recitation of the Shahadah is the most important of the Five Pillars of Islam for Muslims. Non-Muslims wishing to convert to Islam do so by a public recitation of the creed.
