Well then, that begs the question of why the local religious leaders are so thrilled to have the tower? Given the strong influence of religion on the community and the developers, if there truly was a disconnect like you're implying then surely the developers would have been sensitive to this, no? Especially considering the efforts they went to with regards to the clock tower and the lighting effect to assist with calls to prayer.

I think what's missing in your assessment is the modern evolution of Arab/Muslm style and growing influence of money. Many an architect might have designed something differently if they had different amounts of money, and more than one person I've heard from have suggested the opulence you're seeing in this building is not to counter the "modesty" of the existing architecture but rather an effort to raise the artistry for future development in the city. (Accepting the difference in tastes, of course.) In other words, the existing degree of humble forms is more a result of historical economics as opposed to choice. Or so has been said.

Bottom line, if there was a genuine fear about the flair of this structure overshadowing the respect due to the mosque then I can't imagine the Muslim community would have allowed it to move forward as such. If the fear was genuine but the project moved forward anyway, then it would suggest the religious influence wasn't as strong as believed (pun unintended) or the developer really didn't care.
