in Ramadan, muslims fast from dawn to sunset, and many people from around the world flock to Makkah for Umrah (minor pilgrimage) and to pray in the Grand Mosque. which is not obligatory but rewarded very much. 27th of Ramadan is the climax, more than 1 million muslims pray in the Grand Mosque that night.
so Hajj is a bit like easter after the fasting time being the most important day. i see i think by that two months time it is possible that the complex can be finished in the time.

Islam has a checks and balances system of punishable of sins and rewards. The theory is, if your good deeds outnumber your sins, then by God's mercy, you're to go to Heaven. Good deeds vary from simply keeping a smile on your face to adopting an orphan or travelling all the way to pray in Mecca. So, I guess a simplified answer to your question would be: Heaven.

This building in particular is all about "religion" so it's relevant, particularly with regard to the purpose of the lights and loudspeakers, not to mention the observatory.
