Actually it would look unusual even in Vegas, because it's twice as tall as anything that Vegas has.

Yes, they're allowed to stay at hotels. If you're talking about them staying in tents, that's when they perform the Wuquf. It's not that 'they're meant to be together' but the ritual itself brings the rich and poor together. Since everyone dresses the same way, it symbolises that no matter who you are - rich or poor - everyone is the same in God's eyes. The only thing that differentiates them is their iman/faith not their ranks, etc.
