PUTRAJAYA Holdings Sdn Bhd, the master developer of Malaysia's administrative capital, has sold a parcel of land in Putrajaya to Bliss Avenue Property Development Sdn Bhd for RM23.7 million to develop into a business, residential and office centre.

Bliss Avenue is a wholly-owned unit of Malaysia Land Properties Sdn Bhd, which specialises in developing condominiums, service apartments and office buildings.

Malaysia Land Properties in turn is the Malaysian unit of Hong Kong Stock Exchange-listed Far East Consortium, a property developer in Hong Kong and owner of the Sheraton Subang, Sheraton Labuan, Dorsett Regency Kuala Lumpur hotels and the Hartamas shopping centre.

Malaysia Land Properties vice-chairman Tan Sri David Chiu said the company will build 14-storey office towers and commercial lots on the land with construction due to begin in four months at a construction cost of RM100 million.

Tenants include government ministries and agencies as well as private companies occupying over a gross floor area of 39,105 sq m.

"The project will be financed by internally generated cash and bank borrowings and we want to keep the project for the long term by leasing it out at RM4-RM5 per sq ft," Chiu told reporters in Putrajaya yesterday after inking the deal.

Putrajaya Holdings chief executive officer Azlan Abdul Karim said the land transaction is the third commercial land sale in Putrajaya and the first sale to a local firm.

"We need to bring in private property players to build commercial units so that Putrajaya will be evenly developed and not become a purely government project," said Azlan.

Azlan said the company cannot develop the 5,000ha Putrajaya alone and need to bring in private property developers either local or foreign and forge alliances either on a joint venture basis or a straight buy and sell agreement.

"By doing so, serious buyers can come in and we have had enquiries from US investors," said Azlan.

The land measuring 6,300 sq m is located opposite the Palace of Justice and next to the city's town council, the Putrajaya Corp, in Precint 3.

Azlan said the company has identified 121ha of land in Putrajaya which can be developed into commercial projects, but it plans to sell 10 per cent of the land gradually and in small portions and has not set any time frame in doing so.

"So far we have sold 2.4ha of land worth RM90 million and construction is on-going," said Azlan.

Since its establishment in 1995, Putrajaya has developed 70 per cent of government office buildings with a gross built-up area of almost 30 million sq ft and six commercial buildings with a gross built-up area of about four million sq ft.

Putrajaya Holdings has to date built 70 per cent of the government quarters comprising 22,000 home units.

It had just started building public and commercial units with an initial launch of 25,000 units.

Azlan said the development of Putrajaya is similar to Kuala Lumpur's, where there is no time limit for it to be fully developed and is entirely dependent on market forces.

Putrajaya Holdings' shareholders are Petroliam Nasional Bhd, Khazanah Nasional Bhd and Kumpulan Wang Amanah Negara.

Meanwhile, Chiu said Malaysia Land Properties has 10 projects under planning and construction stages in Malaysia, worth RM2.5 billion, to be carried out over the next 18 months. This involves 20,000 units of residential and retail properties.

To date, Malaysia Land Properties has a total landbank of 202.4ha most of which are located in Kuala Lumpur and Johor Baru.

On another matter, Azlan said Putrajaya Holdings has not received any letter of offer from UBG Bhd which is interested to buy Putrajaya Holdings' 20 per cent-stake in Putrajaya Perdana Bhd. Putrajaya Perdana is Putrajaya Holdings' construction arm.

"We have not decided ... and any offer must first go to the board," said Azlan.

New lease of life for prime site in KL

A mixed development project has been proposed for the site located directly across The Renaissance Kuala Lumpur and next to the Sunway Tower.

The developer of an abandoned hotel project at the junction of Jalan Sultan Ismail and Jalan Ampang in Kuala Lumpur has submitted a new proposal for a mixed development project on the site, the city's mayor said.

The site, a prime piece of land located directly across The Renaissance Kuala Lumpur and next to the Sunway Tower (previously Wisma Denmark), was previously slated for the opening of the five-star The Grand Duta Hyatt hotel.

However, the project was stalled due to the 1998 Asian economic crisis.

Kuala Lumpur City Hall (DBKL) mayor Datuk Ahmad Fuad Ismail said it has received an application from the developer for a 52-storey mixed development project consisting of service apartments, offices and a hotel.

"We have approved (the project) over six months ago for service apartments, offices and a hotel," Ahmad Fuad told Business Times, adding that he does not know the current status of the construction.

"I have only seen the hoarding (in place) but no major work has been done there," he added.

He did not reveal the name of the developer who made the application.

A check at the site last Friday revealed that there was a project information signboard at the location, but no information was available to ascertain details of the project.

Kuala Lumpur Landmark Sdn Bhd, a subsidiary of Olympia Industries Bhd, was given the contract to develop the RM570 million The Grand Duta Hyatt in 1994. The project had then included residential and commercial components.

Mycom Bhd, the holding company of Olympia, then teamed up with Kuala Lumpur Landmark to develop a 52-storey building to house its headquarters and the hotel.

However, construction was halted in July 1998, when the group encountered financial difficulties during the economic crisis. The project was to recommence in 2003, but never did start.

The hotel was built up to the 29th level before it was stopped. Until today, it remains partly completed.

Tan Sri Yap Yong Seong, better known as Duta Yap, controlled Mycom, which is now called DutaLand Bhd. Yap is DutaLand's group managing director.

The Hyatt Group is no longer associated with the project.

Sunway City plans to inject the three office towers into its real estate investment trust

Sunway City Bhd (SunCity) (6289)will launch three office towers worth some RM800 million in Kuala Lumpur and within the Sunway Integrated Resort in Selangor.

The group plans to subsequently inject them into its real estate investment trust (REIT).

The property in Kuala Lumpur will be on Jalan Ampang next to the current Sunway Tower, formerly known as Wisma Denmark. This second tower, which will be 30 storeys high, will have 330,000 sq ft of nett lettable area with a value of RM230 million.

"Development plans are afoot and we will start physical work as soon as the plans are finalised," SunCity's managing director for property investment Ngeow Voon Yean said.
It is also planning two office developments with nett lettable space of 277,000 sq ft and 500,000 sq ft, valued at RM245 million and RM330 million respectively.

"These are in the advanced stage of design," he said.

Once ready, the offices will be leased as they are slated to be part of the proposed REIT.

Ngeow was speaking to reporters after the launch of Sunway Tower, a 27-storey building with 276,000 sq ft space.

SunCity bought the property for RM170 million and spent RM26 million on upgrading. The building, also said to be part of the planned REIT, saw rental rates improve 30-40 per cent to RM5.50 a sq ft. It is fully occupied compared with 40 per cent previously.

"With this inclusion, it has increased the commercial office net lettable area to about 600,000 sq ft and a total rental of about RM30 million a year to SunCity," Ngeow said.

Final farewell for the historic Pekeliling flats

DEMOLITION works on the rest of the Tunku Abdul Rahman flats, better known as the Pekeliling flats, located next to Jalan Tun Razak where the Titiwangsa Monorail station is, will start next month.

The nearby Sri Terengganu flats are scheduled to be demolished beginning this month and all the blocks in both areas are expected to be completely gone in one-and-a-half years.

Built in 1967, the 17-storey flats are one of the city’s earliest public housing project to be built and they have seen their share of tragedies.

Many had committed suicide at the flats and Annie Anthony, a former resident, recalled memories of hearing a dying man’s screams after he jumped off the 16th floor blindfolded.

This was 26 years ago and it was one of the 10 suicide cases she had witnessed while living there for a decade.

About 13 years ago, Zainuldin Abdul Talib, 31, injured his wife on the left thigh with a knife at their home in the flats and pleaded guilty to committing criminal intimidation.

A sales assistant Norazwin Zahari was also murdered at the flats about four years ago by a drug addict whom police apprehended.

The list of bad things about the flats does not end there as a few former residents revealed back in 2004 before their relocation.

According to S. Chelvi, women were scared to use the lifts alone as they had a tendency to jam, sometimes for up to four hours.

A.H. Tan said that the one-room flats were dirty and noisy and not suitable for families with growing children who wanted their own rooms and privacy.

Leaks, water supply disruptions and poor maintenance were common at the flats and there was no provision for the physically disabled.

When privatisation and redevelopment plans for the flats were announced in early 1995, an estimated 8,000 to 12,000 residents were scheduled to be relocated in two phases.

Government-appointed developer ASIE Sdn Bhd began demolishing some blocks at the end of 2005 until early 2006 after most of the residents from the 11 Pekeliling flat blocks have moved out, mostly to the Taman Sri Rampai flats in Setapak.

However, a small number of residents, mostly senior citizens living in Block C, G, K and L did not move until late 2007, saying that they had been left in a lurch because they were promised flats in Sentul that were not ready though eventually they reached a compromise and moved out.

Residents of the Sri Terengganu flats, located near the Pekeliling ones, moved out in a hurry in late 2008 for fear of drug addicts who had starting occupying the nearby empty blocks.

Three new blocks of apartments are scheduled to be built at the current location of Sri Terengganu flats.

According to previous reports, the area will see a redevelopment project called Taman Sari being built as part of the government’s urban renewal efforts to provide residents with better housing and living conditions.

It was also reported that when the car park was built at the location where the first Pekeliling flats was demolished, passenger rates for the KL Monorail went up to about 20,000 people in a day.

But after all is said and done, many who had been forced to move out of their homes were nostalgic and sad about it as some had inherited their flats from their parents and many had the opportunity to bring up their third generation there.
