Work on terminal delayed
THE International Cruise Terminal at Swettenham Pier is 80% completed but far behind schedule. Penang Port Commission chairman Datuk Dr Loh Hock Hun said the project was supposed to have been completed six months ago. The RM64mil project to built the terminal started in Nov 2006. “I hope the construction will be finished as soon as possible as this can help boost Penang as a tourist destination,” said Loh. Dr Loh said he was uncertain why the project was delayed but would look into the matter. The 450-metre long T-shaped berth will be able to handle vessels carrying more than 2,000 passengers each. Land-based facilities to be provided under the Swettenham Pier redevelopment project include hotels and shops. Loh said this after giving out ang pows to the spastic children at the Penang Cerebral Palsy (Spastic) Children’s Association in conjunction with the Wesak Day celebration. The event was organised by Penang Wesak charity committee. A total of 2,400 red packets containing RM10,000 donated by the public will be distributed to 26 charitable organisations in the state. |

Penang warns local, foreign developers not to flout regulations
15-05-2008: by Regina William, THEEDGEDAILY PENANG: The state government warned both local and foreign developers to adhere to provisions set by the local councils when carrying out their projects or be prepared to face the consequences. Chief Minister Lim Guan Eng said the state government would not tolerate developers who clearly defied directives issued by the councils. Lim expressed his anger at the developer of the RM70 million Gurney Plaza expansion project who, despite a warning by Penang Island Municipal Council (MPPP) president Datuk Zainal Rahim Seman, continued to carry out construction works until 3am. The developer was issued the directive in April to stick to the 8am to 6pm schedule but continued to carry on with the extended working schedule. “Unfortunately, despite Datuk Zainal giving them a warning and requesting them to comply with the set time from 8am to 6pm, they continued working till 3am. I want to impress upon all developers to comply with provisions set by the council and to adhere to all directives issued as these are issued with my knowledge. “The instruction is given with the support of the state government and in this respect, I am disappointed that the developer — this company from Singapore — is unable to comply with the directives issued. “We hope this company can exercise the same compliance with the law that they are required to do in Singapore. Failure by anyone to comply will result in action being taken,” Lim said. He added that unlike the past where developers might have not been penalised, the present state government was serious about running a government with competency, accountablity and transparency. He said developers could hold discussions with MPPP if they could not comply with certain requirements so there can be certain allowances made, but they should not assume they could get away with breaking laws or provisions. “Come and discuss with us and we are not going to be very strict or unreasonable. We want to find a solution that can benefit everyone but in this case, carrying construction works till 3am causing residents hardship is too much. “A chance was given to stop, but it was ignored and we will take the necessary action against the developer. This is one of a few cases involving big projects where laws were not followed and complied with. “While we want projects to be completed for Penang, it does not mean anyone can break the rules. We want to send a clear message to developers that we take this very seriously; there will be no compromise,” Lim added. The RM70 million Gurney Plaza expansion, scheduled for completion by August, is now 70% complete. The property is managed by Singapore-based CapitaLand Limited which acquired the 700,000 square ft shopping mall with more than 300 specialty shops. The project will increase the floor space of the complex by 150,000 sq ft of retail space with a new departmental store to be managed by an anchor tenant and 83 shoplots. |

Penang will not rezone PTC
15-05-2008: by Regina William, THEEDGEDAILY PENANG: The state government will not attempt to rezone the Penang Turf Club (PTC) from the new development status to recreational/open space as it could result in the state government having to purchase the property from the developer Abad Naluri Sdn Bhd. Chief Minister Lim Guan Eng said it was not a risk that the state government was willing to take. “Under Section 37 of the Town and Country Planning Act, since the previous state government rezoned and gazetted the Penang Turf Club land from recreational/open space to new development, if we rezone it to recreational/open space, the developer can undertake certain measures. “If the developer is unable to proceed with the Penang Global City Centre (PGCC) project due to the rezoning, the developer can issue a purchase notice, compelling the state government to buy the land by paying according to the value of the land rezoned as new development. “The developer can take us to court on this and we are not prepared to take the risk as we do not have the money to pay for the land. The 104ha were sold at RM488 million when it was categorised under recreational/open space and now, after the rezoning, the value would definitely be much higher,” Lim said in response to former local government committee chairman Datuk Teng Hock Nan’s statement on Tuesday. Teng said the state government could rezone the PTC land back to recreational/open space as there were provisions under the Town and Country Planning Act to do so. “These are the implications and consequences of the previous government’s actions. At what cost do we have to pay for their actions? We are not willing to take the risk by rezoning the land,” Lim added. |

this few weeks construction site creating problem to nearby residential area, among them including Gurney Plaza extension mall, Times Square project where houses in Kuantan Road occured major crack, also to Seberang Jaya Casa Prima project...
