40-Story Gene Kaufman Hotel Planned for 144 West 28th Street, Chelsea

The blocks just south of Penn Station in Chelsea are getting yet another hotel designed by Gene Kaufman. Plans were filed yesterday for a 40-story hotel at 144 West 28th Street, between Sixth and Seventh avenues.

The 403-foot-tall development would host 528 rooms and 145,763 square feet of commercial space. After a lobby, dining area and kitchen on the ground floor, each of the upper stories would have nine to 12 rooms. The cellars would host amenity spaces, including a gym, meeting room, offices, break room, and another kitchen.

Gene Kaufman, who has possibly designed more hotels in New York City than any other architect, will once again take the reigns on this project.

Barone Management is the developer. They picked up the property, a parking lot, for a whopping $60 million earlier this month.

10-Story, 67-Unit Affordable Building To Replace Church at 1860 Eastern Parkway, Brownsville

The historic Our Lady of Loreto Church in Brownsville was just saved from being torn down to make way for affordable housing. Now, a different church two blocks away, at 1860 Eastern Parkway, is going to be demolished for another affordable development.

The squat, single-story True Holy Church will give way to a 10-story mixed-use building, according to plans filed last week. The church’s 8,000-square-foot property sits at the bustling corner of Atlantic Avenue and Eastern Parkway, one building away from the slice of Brownsville and Ocean Hill that was rezoned by the city in April, as part of a larger rezoning of neighboring East New York.

The church will occupy 6,700 square feet of the new development, topped by 67 apartments. There will be a fellowship hall/multipurpose room in the cellar, a church sanctuary with offices on the first floor, and recreation and laundry rooms plus five apartments on the second floor. Eight units will occupy each of the third through ninth stories, and the tenth floor will have six units. Those 67 units will be divided across 50,760 square feet of residential space, for a typical apartment measuring 757 square feet.

Heritage Architecture applied for the permits, and the plans note that the apartments will be income-restricted.


The developer is Ridgewood Bushwick Senior Citizens Council, a non-profit that builds low-income housing and offers social services throughout north Brooklyn. Former state Assembly Member Vito Lopez, who died last year, started the organization in 1973 and successfully steered $430,000 in state grants toward the group by 2010. Lopez was forced to resign from his legislative post in 2013 after a state ethics panel found he had sexually harassed at least eight female staffers in his office.

RBSC does not appear to own the property. The Truly Holy Church purchased the building in 1993 and has not sold or leased it.

I gotta say, One57 and the tower above Carnegie Hall look absolutely amazing. I can only imagine the view when Central Park Tower joins the party.

The nonprofit Clinton Housing Development Company plans to build a total of 280 affordable housing units for a range of incomes at city-owned sites it operates and maintains through a net lease, CHDC executive director Joe Restuccia said.

A vacant building at 560 W. 52nd St.. will undergo a “gut rehabilitation" that will create 22 permanently affordable apartments, including a superintendent unit, a draft of the plan shows. Approximately 4,000-square-foot community space inside the building will be used by the Police Athletic League, and a vacant lot next to the building will become a community garden known as the Captain Post Garden.

At 500-508 W. 52nd St., the developer plans to build 46 permanently affordable senior housing units for performance artists. Additionally, the building will include 13,000 square feet of nonprofit office space, which will be used primarily by the Irish Arts Center, Housing Conservation Coordinators and CHDC itself.

The 10-story building at 545 W. 52nd St., meanwhile, will house two ground-floor, 99-seat theaters, rehearsal and artist work studios, two art galleries, theater administrative offices and a top-floor event space. The spaces will be used primarily by Ensemble Studio Theatre, Gallery MC and theaters including INTAR and Medicine Show. The plan will also create a new "Children’s Garden" in a vacant lot at 543 W. 52nd St. next door.

Meanwhile, a partially vacant building at 552 W. 52nd St. will become a 13-story building that houses 110 affordable housing units for artist families and individuals, space for the PAL and an art gallery. CHDC also plans to build a new 1,250-square-foot public garden, known as the Juan Alonso Extension, on a current parking lot at 555 W. 51st St. The garden will “serve as an entrance” to the new Irish Arts Center facility planned for 726 11th Ave., which is part of CHDC's development plan.
