From what I've seen during the construction process, I think you should be right.

Thanks for the info, the project's description on Foster's site also hint in that direction :

"The main lift cores - serving the offices - are located to the east and west extremities of the tower. Nice pictures man. I like the ones that show the surrounding area rather than just the building which looks almost the same in every shot.

wow, the photos are cool especially the 2nd one. everywhere is underconstruction! dubai is gonna be one of the worlds biggest cities in the next years.

Looks like they may start letting out the office accomodation, before they finish the construction of the apartments, since all the effort has gone into the offices and none in the apartments so far.
