Corporate Press Release

Air Traffic Maintains Healthy Growth in September

(HONG KONG, 15 October 2006) - Passenger traffic, cargo throughput and aircraft movements at Hong Kong International Airport (HKIA) all experienced healthy growth in September.

Driven by the strong growth in the transfer passenger sector, total passenger throughput in September reached 3.5 million, up 6.8% from the same period last year. Boosted by the busy air traffic, aircraft movements grew 3% to 23,300 over the same month in 2005.

Despite considerable expansion of international air-freight capacity in Asia, cargo throughput at HKIA continues to grow steadily to 319,000 tonnes, representing a 5.1% increase on last September's figure.

Airport Management Director of the Airport Authority Hong Kong (AAHK) Mr Howard Eng is upbeat about passenger traffic growth. "We expect the growth momentum in passenger throughput to continue for the remainder of this year due to projected growth in visitor traffic and transfer passengers," Mr Eng said.

He added, "We have also seen a trend of rising passenger load factor which partly explains the slower rise in aircraft movement as compared to the robust growth in passenger traffic."

During the past 12 months, passenger throughput rose 8.5% to 43.5 million. Cargo throughput and aircraft movements recorded 6.2% and 8.8% year-on-year growth to 3.5 million tonnes and 278,000, respectively. Moreover, monthly figures in passenger, cargo and aircraft traffic saw a continual growth in the first three quarters of this year.

Air transport between mainland, Hong Kong and Macau slows down
13 October 2006
Xinhua's China Economic Information Service

BEIJING, October 13 (CEIS) – After years of fast development, the air transport between the Chinese mainland and the country’s two special administrative regions – Hong Kong and Macau – sees slowing growth in September.

In the month, China’s civil aviation industry transported 14.165 million person-times of passengers and 343,238 tons of cargo, up 15.1 percent and 14 percent respectively year on year.

However, all the indicators related to Hong Kong and Macau were lower than industry averages. In the month, 428,745 passengers were transported to and from the two cities, up 2.4 percent from the August volume, vs. a month-on-month growth of 15.1 percent and 15.9 percent respectively for domestic and international flights.

In September, only 15,546 tons of cargo was transported to and from the two cities, which representing a negative growth of 6.4 percent, compared to the growth of 13.2 percent and 16.9 percent for domestic and international flights respectively.

Cumulatively, the two cities’ growth also lagged that for mainland and international markets. In January-September, the country’s domestic passenger transport grew by 16.7 percent year on year and international passenger transport went up by 13.5 percent, while the passenger volume for Hong Kong and Macau increased by merely 5 percent year on year.

In the nine months, cargo transport to and from Hong Kong and Macau inched up 9.4 percent, while that for domestic flights and international flights respectively reached 12 percent and 10.9

Dragonair to relaunch daily flights to Phuket

HONG KONG, Oct 17, 2006 (AFP) - Dragonair, which was recently taken over by Hong Kong flag carrier Cathay Pacific, said Tuesday that it will relaunch its daily flights to Phuket, one of the city's major travel spots in Thailand.

The airline said from December 15 it will begin two daily flights to the resort, a service which was dropped in January 2005 due to a plunge in demand following the disastrous Indian Ocean tsunami of December 2004.

"Following our integration with Cathay Pacific, and its ability to deliver overseas passengers to the Hong Kong hub, we now believe demand is at a level that can sustain a daily service," chief executive officer Kenny Tang said.

New lines put price pressure on flights to Britain
16 October 2006
South China Morning Post

Business and leisure-class travellers will benefit from a flurry of seat sales on flights to London for the next month as airlines on the sector brace for two new competitors.

Air New Zealand and Hong Kong Oasis Airlines will begin serving the route this month - bringing to 11 the number of daily flights available - and offering return tickets prices below those offered by incumbents such as Cathay Pacific Airways and British Airways.

Oasis last week firmly established itself as the low-price leader, selling all one-way economy class seats on the route for HK$1,000 before taxes.

Air New Zealand, which will launch services on October 28, the day after Oasis, felt no pressure to meet or beat that offer, according to group general manger Ed Sims.

"We are not inclined to follow Oasis's price structure," Mr Sims said yesterday from Auckland. "We would prefer to price our tickets against what we see as our real competition, premium carriers such as Cathay and British Airways."

It nevertheless has lowered the price of its cheapest tickets to London to HK$3,500 return before taxes until October 24 and its "premium economy" seats to HK$8,700, according to its website.

Cathay this week also slashed standard fares to $4,880 before taxes, if tickets were bought before October 22.

Oasis earlier this month promised all business class seats for HK$6,600 one way for the first month of operations, provided tickets were purchased before yesterday.

The entry of Air New Zealand, whose flights will originate in Auckland, into the heavily travelled sector is seen as a bridgehead for the Star Alliance whose members include Singapore Airlines and Lufthansa.

Mr Sims said he expected "to get a lot of support" from being the first Star member on the route; 20 per cent of the carrier's volume is expected to come from Hong Kong and about a quarter of that will come from interline agreements with fellow Star members.

"They are going to have to leverage as much as they can from Star to make a go of it," said Peter Negline, head of transport research for JP Morgan.

"But we expect them to stick it out. Star knows that market is so big that they have to be part of it."

The number of people travelling from London to Hong Kong is expected to reach 400,000 this year after almost 280,000 made the voyage in the first seven months, up 7.8 per cent year on year.

Hong Kong's Civil Aviation Department had yet to award on Air Operators Certificate to Oasis, legally allowing it to launch commercial flights.

It has sold 16,000 tickets so far.

But chief executive Steve Miller yesterday said that everything was on schedule for the October 27 launch.

"We finished everything last week and we expect [the AOC] early next week, probably Tuesday," he said.

^ Crikey that's cutting it fine hoping for their AOC just three days before the first flight! They had better bloody well get it. I have booked with Oasis for December and don't want to be messed around waiting for ages for my refund of alternative flights like I was by EasyJet after their permission to fly to Istanbul was delayed by two months.

The launch of Oasis was possibly the reason why Virgin Atlantic opted to postpone the launch of its' second daily London-Hong Kong service but apparently they still aim to launch the extra frequency within the next 12-18 months.

Dragonair Passenger Numbers and Cargo Record Year-on-Year Increases
http://www.dragonair.com/icms/servle...=2968&lang=eng

(HONG KONG) Dragonair posted year-on-year rises in both passenger numbers and cargo in September. The number of passengers flown increased 9.4% to 455,585 and freight volume was up 8.1% compared with the same month last year.

"Travel was relatively strong in September," said Dragonair CEO Kenny Tang, "helped by demand to and from Taiwan, and group travel on the Beijing route.

"Throughout the summer we have seen substantial growth on secondary routes such as Chengdu, Changsha and Sanya, as we introduced additional capacity to meet increased market demand."

Cargo's performance was equally good.

"Cargo had an excellent month in September, with demand starting to pick up as we head into the busy end-of-year season," said Mr. Tang. "Shippers rushed to complete orders before the National Day holiday in China at the beginning of October, helping to push up the overall volume of freight we carried."

He added: "We expect strong demand to continue in the next few months, and are well prepared to handle it, given the delivery of the first of five B747-400 converted freighters later this month."

Airport fee to attract budget carriers

Airport fee to attract budget carriers
(SCMP) 10月 20日 星期五 00:03AM

The Hong Kong Airport Authority wants to impose a new charge on airlines in a move that it says will promote more efficient use of aircraft parking facilities and help to increase air traffic.

廣 告

The new scheme also seeks to encourage low-cost carriers by replacing a one-hour minimum parking charge and prolonging the period in which flights operating to new destinations can get landing charge rebates.

The proposals, which are subject to public consultations and government approval, would come into force on January 1, according to a document filed to the Legislative Council yesterday.

"All in all, there is a net increase of charges under the proposed scheme," said a senior executive from one of Hong Kong's smaller airlines.

Under the proposals, airlines would pay HK$500 per parking unit for using an air bridge, at present included in a universal landing charge, while a one-hour minimum parking fee will be dropped in favour of charges based only on 15-minute intervals.

Airlines that choose to use remote stands rather than air bridges will be charged HK$800 per trip to use the shuttle bus, as is the case at present, the executive said.

The present universal landing charge includes use of air bridges, payment of HK$156 for each 15 minutes of parking at terminal building frontal stands with a minimum of one hour charged, or HK$125 at remote stands again with a minimum 60 minutes.

The new regime will cut charges for aircraft accommodating fewer than 170 people, such as the B737 or A320, to HK$140 for frontal stands and to HK$99 for remote stands. Charges for larger aircraft are unchanged.

Removal of the one-hour minimum parking charge will benefit low-cost carriers, which usually operate with smaller aircraft to obtain a shorter turnaround time, the authority said.

The proposals also suggest changing the "new destination incentive arrangement" that came in to effect in July 2004.

A landing charge rebate of 75 per cent will be given during the first six months of flights that start to operate to new destinations between January 1 next year and December 31, 2008. The rebate will fall to 25 per cent in the second six months.

HKSAR/Ethiopia Air Services Agreement signing ceremony
Government Press Release
Wednesday, October 25, 2006

The Secretary for Economic Development and Labour, Mr Stephen Ip, today (October 25) signed on behalf of the Government of the Hong Kong Special Administrative Region an Air Services Agreement with the Government of the Federal Democratic Republic of Ethiopia in Hong Kong.

Representing the Government of the Federal Democratic Republic of Ethiopia at the signing ceremony was H.E. Mr Getachew Mengiste, State Minister, Ministry of Transportation and Communication of the Federal Democratic Republic of Ethiopia.

Ethiopia has an extensive aviation network for eastern and central Africa. More air links between Hong Kong and Ethiopia would encourage more passenger and cargo traffic between eastern and central Africa and Asia to flow through Hong Kong. At present, Ethiopian Airlines is providing three weekly passenger services between Hong Kong and Addis Ababa, the capital city of Ethiopia.

"The Air Services Agreement signed today provides a legal framework for the establishment of air links between Hong Kong and Ethiopia. It opens a new chapter in the development of air services between the two places," said Mr Ip at the signing ceremony.

"To enhance Hong Kong's position as an international and regional aviation centre, we will continue to expand our air services network in line with our progressive liberalisation policy in aviation," Mr Ip added.

The Air Services Agreement with Ethiopia is Hong Kong's 56th Air Services Agreement with foreign aviation partners.

Hong Kong has signed Air Services Agreements with Australia, Austria, Bahrain, Bangladesh, Belgium, Brazil, Brunei, Cambodia, Canada, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, India, Indonesia, Israel, Italy, Japan, Jordan, Kenya, Kuwait, Luxembourg, Malaysia, Mauritius, Mongolia, Myanmar, Nepal, the Netherlands, New Zealand, Norway, Pakistan, Papua New Guinea, the Philippines, the Republic of Korea, Oman, Qatar, Russia, Saudi Arabia, Singapore, South Africa, Sri Lanka, Sweden, Switzerland, Thailand, Turkey, the United Arab Emirates, the United Kingdom, the USA and Vietnam.

Hainan Air to take 70 pct of HK's CR Airways

By Alison Leung

HONG KONG (Reuters) - The state-run parent of China's Hainan Airlines Co. Ltd. is in the process of taking a 70 percent stake in Hong Kong's CR Airways for HK$350 million (US$45 million), a source close to the deal said on Thursday.

CR Airways, a small carrier that is thinking big, signed an initial agreement earlier this week to buy 40 aircraft from Boeing with a combined catalogue price of US$3.3 billion.

The carrier now operates just three regional jets.

Hainan Air will hold the stake in CR Airways through a Hong Kong-incorporated company, Grand China Aviation Services, and will not need to forfeit the route rights held by CR Airways after the deal, the source said.

"It is still a Hong Kong company and managed by Hong Kong people," he said.

Earlier media reports have said Hainan would hold 60 percent of CR Airways. Both companies confirmed the talks but declined to comment on the size of the deal.

The new board will have six directors and Hainan Air will have two seats.

New CR Airways Chairman Chen Feng is also chairman of Hainan Air, while Robert Yip, founder and former chairman of CR Airways, is now executive vice chairman. Yip will hold about 30 percent of the company after the deal.

CR Airways has scheduled flights to secondary Chinese cities including Tianjin, Jinan, Nanning, Kunming, Haikou, Sanya and Guilin, competing with much-larger Hong Kong-based rival Dragonair, as well as several mainland carriers. It also has regional routes including Laoag, Subic Bay and Clark Air Base in the Philippines, Malaysia and Vietnam respectively.

The loss-making carrier said it will sign a formal acquisition agreement with Boeing in 2006 on the 40 planes. The company has said that it will raise funds from overseas to help finance the planes. It is also considering an initial public offering but has not set a timeframe.

"The airline will use the first plane delivery to fly Jinan and Tianjin," the source said.

CR Airways plans to use the new aircraft, with the first expected to be delivered in 2008, to expand to longer Asian routes serving markets including Japan and South Korea, and putting it into to competition with dominant Hong Kong carrier Cathay Pacific Airways.

Negotiating additional routes to China would take longer, he added.

CR Airways does not position itself as a budget carrier but its ticket prices are generally 8-10 percent lower than those of Dragonair and Cathay Pacific.

Shanghai-listed Hainan Airlines is 14.8 percent-owned by American Aviation Ltd., a company backed by financier George Soros, who had agreed to invest a further $25 million to double its investment in the Chinese regional carrier, mainland media said in October.

Hainan Airlines, China's fourth largest carrier, has received Beijing's approval to set up Grand China Air, which will hold Hainan's Shanghai-listed unit and other subsidiaries, a state-owned newspaper said last month.

The new company hopes to raise 5 billion yuan (US$620 million) via a private placement by the end of this year and plans to go public in Hong Kong next year, the paper said.
