You almost need a translator for most of the online Japanese-English translators. But with a bit of experience and using also some other translation tools you can master it.

What it basically says is that the TV stations wanted a tower of more then 600 meter to limit the negative effect of all the +/- 200 meter high Skyscrapers in central Tokyo. The exact height of the tower was based on the height of the Chicago Spire that would (or will) be 609.6m (2,000f), so they went 1 meter higher. Ishihara Shintaro, the governor of Tokyo didn't really want such a high tower. The 2016 bid should be a bigger priority then this tower, but that it was up to the broadcasters to make the final decision on the tower.

The Athletes' Village for the Commonwealth Games in New Delhi has been officially opened and described as "better than the Beijing Olympics" by Craig Hunter, the Chef de Mission for England's team.

Interesting. With that low cloud cover in the above picture, I can imagine this tower up in the cloud when finished.

For the reason that such a tower is necessary, you have to understand that terrestrial broadcast TV is more prevalent in Japan than it is in say, North America. Uptake on cable TV subscription is lower (about 15% vs about 25-30% in NA), and is less necessary, because higher population densities make OTA broadcasting more feasible. The government is pushing the planned transition to all-digital broadcasting in 2011.

In order to cover the large and densely populated Tokyo metro area, I assume a 600 metre tower is pretty useful.

freedom from cable tv costs.

the construction process is more interesting than the tower. and the tower is already a good design.

Wow, that youtube video is awesome. For some reason, I thought the cranes were raised by the other cranes putting more sections on top, but the way it is actually done makes more sense, otherwise there would be an extremely high crane tower inside.
It is really starting to look quite tall now, and is still going amazingly fast!
