The japanese are not so careless as to allow their shiny new tower simply be reduced to rust.
There will be multiple factors of the design that will ensure the structure is not affected by rust.

The chinese on the other hand...

The tubes come ready made from the factory by truck to the site. Then they are put on the platform next to the tower to attach the scaffolding and from there the tower cranes put them onto their final place on the tower.

Hi Montana.

The reason there is no rust on the Sky Tree is because the weld areas remain protected from the weather from welding through x-ray and stress relieving, to coating and/or painting. They don't move the covered platforms untill the paint is dry - never giving rust a chance to form.

Why Guangzhou chose not to do this is a mystery to me - now they will have to remove the rust before coating. That would normally be done by sandblasting but at these heights I'm not sure if they will do it that way.

I agree that the mantainance will be an ongoing adventure. I would imagine painting will be done at least every few years.
