I dont know tokyo so excuse this comment but it looks like a little bit of a rough area, is this part of a regeneration scheme - it is absolutely amazing, everytime i look at this thread it seems to have doubled!!

Tokyo doesn't really have rough areas, but this is indeed not on of the upper class neighborhoods in the city.

Historically Tokyo can be divided into two sides, Yamanote (towards the mountain) is where the aristocracy lived and Shitamachi (low town) where the normal people lived and worked.

The Sumida ward where the tower is being built is in the middle of the Shitamachi part of town, before the war it was the most populous part of Tokyo. That changed when the whole area was completely destroyed by the bombings and the fires during the war that raged through the area that consisted mostly of small wooden houses built very close together. After the war the area was rebuilt in the same chaotic way as was before as people just started to rebuild the houses. But many people had died or moved away so the number of people living in the area decreased dramatically, right now only half the number of people live in Sumida then in 1935 (464,892 -> 237,433).

But the area is still a mix between residential buildings and small workshops like it was before the war. It has a kind of small scale charm to it, especially because it's far from a bad neighborhood. It's safe, it's clean but it's just not the new shinny and neon Tokyo of Shinjuku and Shibuya with it's tall buildings. This of course will make the Tokyo Sky Tree stand out completely in it's neighborhood, that could lead to a transformation whit the real estate prices that already go up.
