At least this tower serves a functional purpose unlike the Eiffel Tower.

The design looks a bit retro but I like it.
"Tokyo Needle" would also sounds good to me.

BTW
Is that page only available in Japanese?

So what we need is

but what is 470.88m stands for?

It's not U/C yet!!!! The signboard says "start of construction: July 1st"

It says "Height: 470.88m (Max 610.58m)" because Japanese law does not count spire/antennae height. They are considered "accessories" and not included in the height of the building itself.
