What is the reason for Tokyo not having more skyscrapers? Is it the regulations? It is a very crowded and expensive city which should be perfect for skyscrapers but for some reason there are so few of them.

Probably, becouse of high earth quake possibility. Building skyscraper in Tokyo is very expensive and require a lot of sophisticated technology.

a, Earthquake
It was difficult to build the high-rise building because Japan was an earthquake country until recently.

b, law
① Capacity regulation
Even if large land becomes vacant, there cannot be the thing that I crowd for floor area ratio regulation like Hong Kong and am built. I leave the interval to some extent, and, like Shinjuku and Shiodome, it is built.
Because floor area ratio is too low, useless land is necessary, and the land purchase costs become a big sum than building architecture costs to build a high-rise building.
② The limit of the Civil Aeronautics Act
Under 300m in Tokyo, under 200m in Osaka.

c, The problem of the user.
The person concerned is particular about vested interest and is not going to push forward development. The consciousness of inhabitants does not catch up with the use of the high-rise building.

According to the statistics 3rd skyscraper city in the world, behind New York and Hong Kong, the lack of height of the high rise buildings in Tokyo is just compensated with a high number of towers.

But there are even more reasons why Tokyo doesn't have a supertall.

- Japan doesn't need to show of that it's a modern country, the economics of a building is more important then the height.
- The economy isn't booming like the developing countries in the neighbourhood, there's simply no economic need for huge new skyscrapers.
- And that makes it uneconomical for developers to try to change the height restrictions, especially with the Japanese bureaucracy.
- Smaller "fat" buildings might even be more economical per m2. That's why you see so many boxes in Tokyo, maximizing the economical use of the total m2 in a building.
- Strong land/property owner protection also makes it more difficult to buy the land needed for skyscrapers.

you are right.
Also, it seems to go against Japanese culture to boast about what you can do well. Which is why there are no supertalls in Tokyo and why the Sky Tree is 634m (as tall as it needs to be) even though it could probably be twice that height.
