the way i see it.. they hv preinstalled hoisting chain block as shown on the pink arrow. so i believe the missing antenna can be later independently hoist up without crane. besides, the vertical steel frame guideway can be used to 'slide up' the antenna to exact position by pulling from chain block.

The forecast for the first day of March look a better then for today, it will be cloudy with rain at times but there will be less wind. So everything looks set that it will grow from 594 to 604m tomorrow.

No I'm referring to the very top platform, the roof. The dampers are below the roof. My theory, apart from perhaps aesthetic reasons is that the large overhang allows cables to hoist people and or equipment up and down the height of the spire. This theory might be incorrect, but the mass dampers aren't involved.
