A newsgroup called Tokyo sky Walker reported on an observatory of 345m.
This observatory is the highest with the present Japanese building.

The window is made with two pieces of special tempered glass of 10mm.
The height of the window is 2.6m, and the inclination is 71 degrees.

It's a communication tower that stands on top of the roof of a building that it part of the main Headquarters complex of the Ministry of Defense in Shinjuku.

Does anyone know what shaking intensity this is designed to withstand?
having had two big earthquakes near Christchurch in the last 6 months, I know very well that the shaking intensity matters more than the magnitude.

I can't find any info on the maximum magnitude and intensity it can withstand. But it has to comply with all the regulations regarding earthquake resistance in Japan, and those are very strict. It be doing good if a very strong earthquake hits Tokyo again.
