Probably places for more telecommunication equipment. Just not for the huge antennas that are on the spire, but more for satellite dishes and other stuff you usually find on these kind of towers.

The broadcasting tower, which is currently under construction in Tokyo's Sumida Ward, is scheduled to open May 22, 2012 and will take visitors from 8 a.m. to 10 p.m.

Tobu Railway estimates 5.4 million people will visit the tower in the first year, falling to around 2.7 million from the fifth year on.

Using the current exchange rate yes..but the yen is at record strengths right now. At ppp value the $37.40 becomes $27 and the $25 becomes $18.

This whole complex is looking very nice. I'm sure these questions have been asked and answered before, but: why was this tower built where it was (relatively far inland and away from central metro Tokyo, and what is the function of the adjoining tower?

It's outside of the height restrictions and probably because it's a good location for the signals. Tokyo sky tree east tower will be used as offices. You can read more of east tower here: http://www.skyscrapercity.com/showthread.php?t=1213869

The power failure has not happened though it tries to suppress power consumption as much as possible.
