What is the building with the 'bulls horn' on top? And what is that thing supposed to be?

That's the Asahi Super Dry Hall, it stand next to the Asahi Beer Tower. These buildings are the headquarters of the Asahi Breweries, Ltd.

The tower can be seen as glass of beer, the thing on top of the Asahi Super Dry (type of beer) Hall isn't really anything specific. It's called the Flamme d'Or (Flame of Gold) and on their official website they say this about it "The “Flaming Ornament” on the roof is a symbol of Asahi Breweries’ dynamic heart." So you can make of it whatever you like.

I think he's talking about the crawler that appears to be on the roof of one of the structures at the base

They didn't use the tower cranes, but a mobile crane on the ground. But they didn't lift the entire crane in one time, they lifted tthe crane in parts and reassembled it on the spot.

Here are some pictures from March 21 2009, when 1 of the cranes was lifted up.

These cranes are there to lift all the parts for the tower from the ground to the plateau were they can make the parts ready to be lifted by the tower cranes onto the tower.

They also put banners on the scaffolding around the base, promoting the tower and some companies involved with the construction.

This is gonna be one of those towers where its gonna be kinda sad when its finished cause the construction is so incredibly amazing.
