Contractor gets deadline to revive project

KUALA LUMPUR, Sat:The contractor for the abandoned Plaza Rakyat in Jalan Pudu has two months to revive the project or City Hall will appoint a new builder to complete the job.

Federal Territories Ministry parliamentary secretary Yew Teong Look said City Hall would issue a notice of rectification, and if Plaza Rakyat Sdn Bhd did not come up with fresh proposals to revive the project it would be the end of the road for them.

"City Hall will give them the notice of termination after that," Yew said in the parliament lobby on Thursday after fielding questions from Bukit Bintang MP Fong Kui Lun on the project.

Yew said PRSB had been given several extensions since they inked a deal to build Plaza Rakyat in December 1992. It was to have been completed in 1999.

However, the financial crisis in 1997 saw the project run into difficulty and construction work stopped.

The Plaza Rakyat is adjacent to the Puduraya bus terminal. Six floors of the basement were completed before work stopped.

A Star-LRT station was completed and is in use. Two tunnels linking the Pudu area to the Plaza Rakyat area were also completed and are in use.

Yew said PRSB sought an extension from March 31 last year to May 31 this year but little was done.

The Bukit Bintang MP, who had raised the subject repeatedly over the last few years, raised the issue again in the Dewan Rakyat on Thursday.

He said there were two issues which had to be addressed by the authorities: The lot of those who had bought into the project and the maintenance of the abandoned site.

"There are many who had invested in Plaza Rakyat and are now servicing loans for properties they have not received or look like occupying in for some time to come," Fong said.

He said maintenance of the site was also of concern to the public.

"It can be a breeding ground for the Aedes mosquitoes like the Plaza CN Gallery site in Jalan Imbi which was identified as an Aedes breeding ground."

Yew acknowledged the plight of the buyers.

"City Hall is concerned about the 211 buyers of the shoplots. Whatever issues there are will be resolved through the legal process."

Yew said City Hall would not let Plaza Rakyat become an eyesore or a breeding ground for aedes.

KUALA LUMPUR: The three-month grace period for the developer of the abandoned Plaza Rakyat project is up.

It will be the end of the road if Plaza Rakyat Sdn Bhd fails to show proof that it is capable of reviving the RM1.2 billion bus and taxi terminal with service apartments, hotels and office blocks.

Federal Territories Minister Datuk Seri Zulhasnan Rafique said the developer would be called for a meeting with City Hall soon.

"We are going to discuss issues with them. The meeting is also to find a solution so that the government and the developer will benefit in the long run," he said during his Hari Raya open house for the media in Setiawangsa yesterday.

The Plaza Rakyat project is adjacent to the Puduraya bus terminal.

The federal government had given Plaza Rakyat Sdn Bhd the tender to build a new terminal to replace the congested and stuffy Puduraya.

Despite receiving extensions five times since 1995, it is only 33 per cent completed.

Zulhasnan said that City Hall had been given the task of finding a solution to ensure both the government and the developer benefit from the meeting.

"Once City Hall comes up with a solution, it will get back to me."

The developer had started the project in December 1992 and was supposed to complete it in 1999.

However, the financial crisis in 1997 saw the project run into difficulties and construction work stopped.

So far, the developer has completed a Star-LRT station which is now in use. Two tunnels linking the Pudu area to Plaza Rakyat were also completed and are in use.

Connectivity with Plaza Rakyat



The station is named after and located at the rear of Plaza Rakyat (Malay to English: People's Plaza), a large mixed-use development project that was stalled during the economic crisis in 1997. Due to its proximity with Plaza Rakyat as it was opened, the concourse level of the Plaza Rakyat station was originally intended to directly link the south side of the complex.

With Plaza Rakyat incomplete, a 150 metre-long covered pedestrian bridge and walkway was provided to connect the station to the south of the nearby Puduraya bus station. Due to the suspension of the construction project, the pedestrian bridge continues to serve passengers entering and leaving the station.

The platforms of the station are linked via escalators to a single concourse area just below the rapid transit line, where tickets are purchased.

So sad, KL is such a great city and to have that hole there for almost 10 years. I saw it in 2001 and again last year. It is a huge site, I hope they just kick out the old developer, and start with a fresh proposal.
