Work on Plaza Rakyat to restart soon

THE RM1.3 billion Plaza Rakyat commercial complex, put on hold after the 1997 financial crisis, will finally start moving again in two weeks.
Plaza Rakyat Sdn Bhd (PRSB), the developer of the prestigious integrated city centre development project in Jalan Pudu, has received approval from the Federal Territories Ministry to continue work under amended terms of agreement.


The 6.4ha project, adjacent to the Puduraya Bus Terminal, almost came to a standstill after the financial crisis 10 years ago. Efforts to revive the project experienced hiccups due to the lack of interest among financiers after the crisis.


The main reason for the lukewarm response from financial institutions was due to the initial agreement between PRSB and City Hall which only allowed the premises to be leased out upon completion.


After the crisis, PRSB proposed to amend the "lease only" clause to outright sale upon completion to attract financiers to the project and the government has finally agreed to the proposal.


"The first phase of the complex is expected to be fully operational by mid-2009. The first phase consists of six underground levels and a seven-storey shopping mall with a floor capacity of approximately one million square feet.


"The underground levels would accommodate an 80-bus capacity bus terminal, 350 taxi bays and 3,500 parking space. The Plaza Rakyat project is moving again and we expect the whole development to be completed in less than five years," PRSB chairman Tan Sri Ting Pek Khiing announced in Kuching yesterday.


Ting, who is also chairman of Wembley Industries Bhd, which fully owns Plaza Rakyat, told a press conference that the ministry gave the nod on Thursday for the project to be completed under a new agreement acceptable to both DBKL and the developer.



"We have faced many difficulties in this project but we stayed the course and I'm glad that the murky and uncertain situation is now over. The project has immediately attracted fresh investors and I want to assure shareholders of Wembly that we are on the right track," Ting said.


So far about 33 per cent of the entire project has been completed, including the STAR-LRT station and two main tunnels which connects the six-level underground bus/taxi terminal to Jalan Pudu.

KUCHING: The proposed RM1.3bil Plaza Rakyat project in Jalan Pudu, Kuala Lumpur, which has been abandoned for a decade, will be revived and completed in five years.

Plaza Rakyat Sdn Bhd chairman Tan Sri Ting Pek Khiing said construction work on the RM420mil Phase One project, which comprises a seven-storey shopping complex and other amenities, was expected to begin in two weeks.

The company will jointly undertake the project, which involves the redevelopment of 16.2 acres with Kuala Lumpur City Hall (DBKL).

Global Upline Sdn Bhd, of which Ting is the adviser, will be involved in the construction work. The company has built several major airports in Sarawak and Sabah.

Ting said Plaza Rakyat would sign a new contract with DBKL following the approval by Prime Minister Datuk Seri Abdullah Ahmad Badawi to change certain conditions of the original contract. One of the new terms allows outright sale of the properties in Plaza Rakyat to interested parties.

“New funding for the project is in place,” Ting told reporters here yesterday.

The shopping complex would have a net lettable area of over 1mil sq ft. Phase One will also house the new Pudu terminal for 80 buses and a taxi station for 250 vehicles, both in the basement area. The six-storey car park, which has 3,500 parking lots, has been completed.

“The Phase One project will be fully completed and operational in 30 months,” he added.

Ting, also chairman of Wembly Industries Holdings Bhd (which owns Plaza Rakyat Sdn Bhd), said other main components of Plaza Rakyat were a proposed 79-storey office tower cum apartments, a 59-storey serviced apartment, a 450-room four-star hotel and a 150-room budget hotel.

He said the office tower was one of the federal capital ‘s tallest buildings with reimposed concrete structure.

We expect the entire project to be completed in five years. When fully operational, Plaza Rakyat will change the landscape of the Puda area.”

Ting said the completion of Plaza Rakyat would bring income to Wembly Industries, which was now under trading suspension.

“Wembly Industries will be restructured and this will benefit the shareholders,” he added.

Ekran Bhd, of which Ting is also chairman, owns a 32% stake in Wembly Industries.

If built, will this provide a replacement for Puduraya bus station with a proper bus - rail interchange? If so, does that mean that once this is complete Puduraya will be demolished and redeveloped? I really hope so because that whole complex is horrible.

Is this thing even going to be built? It's already 5 months since the news was announced. Ting Pek Khiing already has Kuching's Four Points by Sheraton rising from the basement levels already, and this hotel just started construction around late 2007.

The site is a real eyesore, I've visited KL 4 times since 2005 and while the rest of the city has changed, this site has stayed exactly the same.

I've been going to KL since 1986, what a change since then. Petronas of course is the crown, at night it is simply awe- inspiring. I love the new designs...............
