مركز الملك عبدالله المالي.. قطب النمو الجديد

خلال التاريخ المعاصر للعاصمة الرياض وبالذات في إطار الستين عاماً الماضية من عمر هذه المدينة يمكن لمن يرصد حركة النمو بها أن يلاحظ بسهولة تلك العلاقة بين القفز في معدلات هذا النمو السكاني أو الاقتصادي، والمشروعات المحورية التي تتبنى الدولة إقامتها في هذه العاصمة، من تلك المشروعات على سبيل المثال حي الوزارات الذي ضم أجهزة الدولة ومساكن موظفيها بداية السبعينيات من القرن الهجري المنصرم، وتأسيس جامعة الملك سعود في النصف الثاني من ذلك العقد، ونقل البعثات الدبلوماسية لحي السفارات الذي أقيم لهذا الغرض في التسعينيات، ونحوها من المشروعات التي لا زالت تتوالى على المدينة لنقف في الوقت الحاضر على أعتاب الأخير منها وهو مشروع مركز الملك عبدالله المالي، الذي يوشك أن تنتهي أعمال منشآته في نهاية العام الحالي والذي لن يقل تأثيره باعتقادي في نمو مدينة الرياض عن تلك المشروعات المحورية التي أشرت لنماذج منها، فهذا المشروع خطط لأن يكون مركزاً مالياً يعكس قوة المملكة الاقتصادية، لذا نراه وضع على موقع تبلغ مساحته أربعة أضعاف مساحة المركز المالي في كناري وورف بالعاصمة البريطانية لندن، كما صممت منشآته لتضم كبرى المؤسسات المالية الحكومية والخاصة في المملكة.

إن مشروع مركز الملك عبدالله المالي الذي أقيمت مبانيه على مساحة من الأرض تبلغ نحو 1.6 مليون متر مربع تعده الجهة المالكة والمطوره للمشروع وهي المؤسسة العامة للتقاعد أحد المراكز المالية العالمية نظراً لوجوده ضمن أكبر اقتصاديات المنطقة، ولأنه الأول في محيطه من حيث الحجم والتنظيم والمواصفات التقنية والتجهيزات، حيث سيضم المركز 70% من مباني المؤسسات المالية، منها المقر الرئيسي لهيئة سوق المال، وجهاز السوق المالية (تداول)، وأكاديمية مالية، ومقار للعديد من البنوك والشركات والمؤسسات المالية الأخرى، وما يرتبط بها من شركات خدمات مثل مكاتب المحاسبة والمراجعة القانونية والمحاماة ومؤسسات التصنيف والمؤسسات الاستشارية والمالية، إلى جانب خدمات ومرافق أخرى متعددة منها الفنادق والحي السكني وقاعات المؤتمرات والمعارض وأماكن الأنشطة الترفيهية والرياضية، ووسائل النقل بالقطارات الخفيفة (المونوريل)، لهذا تشير المؤسسة إلى أن عدة بنوك عالمية كبرى وشركات استثمار ومؤسسات مهنية وخدمية عاملة حالياً في المملكة استقطبتها الإمكانات المتاحة في المشروع، فعبرت عن نيتها في الانتقال لهذا المركز المالي حال تشغيله.

إن كثافة التطوير في محيط هذا المشروع الضخم الذي يبلغ في معدلاته سبعة أضعاف ما هو قائم في المناطق المجاورة له، ومقدار العدد الكبير من الموظفين الذين سيعملون في المركز حين تشغيله الذي من المتوقع أن يتجاوز الخمسة وسبعين ألف موظف خلاف الزائرين والمرتادين للمركز يجعله البؤرة الأعلى كثافة بين كافة أجزاء المدينة، وسيؤدي هذا بالتالي إلى أن يصبح المركز عنصرا رئيسياًً مولداً للحركة المرورية وجاذباً لها، وبمقدار يتعدى بمراحل نقاط الجذب الأخرى، مما سيكون له الأثر الكبير على محاور الحركة المرورية المحورية للمدينة المحيطة بالمركز، لذا لا بد لوزارة المالية الجهة المهتمة والراعية لقيام هذا المركز والحريصة على ممارسته لأنشطته المالية من أن تؤدي دورها الذي طال انتظاره في تمويل مشروع النقل العام في مدينة الرياض، لأن شبكة النقل الحالية القائمة على وسيلة النقل الخاصة تكاد أن تصاب بالشلل يوماً بعد آخر بسبب معدلات النمو العالية في المدينة سواء من حيث السكان أو النشاط الاقتصادي الذي يأتي هذا المركز المالي ليزيد من وتيرة هذا النمو وبمعدل عال يجعل من غير الممكن تأجيل البت في قضية أصبحت متأزمة يعيشها المقيم والزائر في مدينة الرياض على مدار اليوم.

The Saudi Stock Exchange, to be at the forefront of financial industry development in the Middle East, will project a proud identity reflected throughout the building design.
The major functions of the tower will include Tadawul Headquarters offices, a Tier-4 data center, media center, and tenant offices. Demonstrating leadership in sustainable design practice, the project aims to achieve a LEED “Gold” certification.

KAFD's Signs









The “King Abdullah Financial District” in Riyadh, Saudi Arabia, currently under construction, will become the new Middle East Stock Exchange and a financial hub for the entire Gulf Region. It is an area of approximately 7 square kilometres in the heart of Riyadh and there are plans to erect approximately 50 high-rise, multi use buildings by 2015. The district will be truly multi cultural, environmentally sympathetic and fully inclusive.

Working in joint venture with the manufacturer AdArt Medyan Signs of Riyadh, we have been resolving the complex issues surrounding the signage scheme for these buildings. Each building must be different, but all must be high quality, utilise a diverse range of materials and be linked by their communication style and content.

The processing, drawing, negotiation, submission and approvals involved in the construction design surrounding these multiple projects in the initial phase of packages has been a complex task. The communication issues involved between client, main contractor, client’s design consultants, main contractor’s design consultants and suppliers have been further complicated due to differing time zones, locations and languages.

With U.S. and U.K. designers specifying materials and processes unavailable or unheard of in Saudi Arabia we have been given great challenges to rework and adapt specifications to still meet with the client’s aspirations and yet be manufactured, on the whole, locally.

The signage is now being manufactured for the first buildings and our role in Riyadh will be to continue with the same process of construction and design prototyping as further works packages progress.
