Hi Aaron,

Well, the balance of the blocks probably will TOP in a couple of weeks or so. Do you know which stacks is block A, B and C?

Now all we need is to wait for the TOP letter from Wheelock.

stack 14 and 17, block 35, is Block C
stack 23, 26 block 39 is Block A
stack 10, 13 block 33 is block D
stack 01, 04 block 29 is block F

Anyone has any idea what's the rental rate? Is $4.5-$5 psf a realistic figure? Cote d'Azure is renting around $4 psf.

Beleverde@meyer is asking about $4.00 - $4.50 for partially furnished, but the success rate is very low..I think cos of the construction at The SeaFront...still many empty units there

I guess, I will test the market with rate $4 psf, it's better to rent out the unit early in this market condition.

I called WL and they still say 2Q with no new info on when is an exact date. If BCA does issue today then for sure that will immediately kick the TOP machine in motion due to stamp duty.

Suspended TOP Application

I think the most likely reason is that they have failed the site inspection.

The following is extracted from Corenet at http://www.corenet.gov.sg/einfo, a government database for construction regulations.

I guess how long we have to wait depends on the time taken to rectify whatever non-compliance there is. The fact that it has been suspended and not rejected probably means it is not too serious.

SITE INSPECTION
Request for site inspection has to be made under the Advance Booking System using Form
BPD_CSC09. BCA will respond within 2 working days.
The site inspection is meant to confirm that the building works have been carried out in
accordance with the approved plans and the Building Control Regulations. If there is noncompliance,
deviation or non-completion of building works and if the Commissioner of
Building Control is satisfied that it is neither of a serious nature nor in any way detrimental to
the well being and safety of the persons who may occupy the building or part thereof, TOP
will be issued .
Generally, the items to be checked are:
a. Boundary clearance , height of retaining walls and boundary walls.
b. Headroom.
c. Safety features:
i. protective railings.
ii. markings on glass walls and doors.
d. Staircases:
i. headroom
ii. width
iii. gap opening
e. Accessibility for disabled.
f. Provision for ventilation.
g. No major unauthorised deviations.

After the site inspection, if there is no outstanding requirement and all the necessary documents, clearances from technical departments are in order, a TOP or CSC will be issued, otherwise the application will be suspended or rejected. For rejected cases, a fresh application form BPD_CSC01 must be submitted. Other documents submitted previously need not be submitted again.

Thanks for the very helpful clarification. Anyone know what WL missed or can find out how long they are going to take to fix?
