One stupid question

I was always taught that Montenegro's capital is Podgorica. And that Cetinje is previous (old) capital. But why does then CIA state it like this?

Capital:
name: Podgorica (administrative capital)
geographic coordinates: 42 26 N, 19 16 E
time difference: UTC+1 (6 hours ahead of Washington, DC during Standard Time)
daylight saving time: +1 hr, begins last Sunday in March; ends last Sunday in October
note: Cetinje (capital city)

Census recognizes it as a separate town. But, Igalo and Herceg Novi are one settlement, as are Kotor and Dobrota...the division is just administrative...

Kad dodjes na ground-level - izgleda extra...Inace, crvene ploce su granit "Rosso Porino", vrhunski izgledaju izbliza...a bolje je ubit coeka nego slomit ovu jednu izvijenu svjetiljku - svjetiljke su "By Pininfarina", kostaju djavo ipo...

By the way, druga faza rekonstrukcije trga pocinje, tj. rekonstruise se gradska biblioteka, a pored nje gradi gradski parlament...stara zgrada opstine time postaje gradsko pozoriste.
