Johor gets new government hub


JOHOR BARU: Sultan Iskandar Ismail of Johor has reminded civil servants to carry out their duties well at Kota Iskandar, the state’s new administration centre.

They must always work hard and give good service to the people and ensure the development of the state, he said when launching the centre in Nusajaya, about 25km from here yesterday.

The Sultan was accompanied by his wife Sultanah Zanariah Tunku Ahmad. Present were Tunku Mahkota Tunku Ibrahim Ismail and his consort, and Johor Mentri Besar Datuk Abdul Ghani Othman.

Sultan Iskandar commended those involved in the construction of Kota Iskandar and described the centre as a landmark in Johor’s history.

Abdul Ghani said Kota Iskandar would eventually house 76 state and federal agencies with a total staff strength of more than 6,000.

“Much of the design of Kota Iskandar has been conceptualised from the present administration centre in Bukit Timbalan in Johor Baru,“ he said adding that the new centre was more conducive for civil servants to provide their services to the people.

Four of the six opposition assemblymen in the state did not turn up at the function as they were not invited.

However, two PAS representatives went to the event despite not getting an official invitation.

The only opposition assemblyman to receive an official invitation was DAP’s Bakri MP Er Teck Hwa.

Kota Iskandar, previously known as the Johor State New Administrative Centre, is a sprawling complex covering more than 130ha. It features a combination of Moorish and Andalusian architecture.

The new Johor state assembly building, the mentri besar and state secretary’s office, Dataran Mahkota and a mosque are located here. The northern area has the federal buildings while the state government departments will be at the south area.

There are also three parks - Atrium Jauhar, Laman Kasturi and Laman Bunga Rampai - within the complex.

The total development cost of the centre is about RM1.5bil and would take several more years to be fully developed.

The project is undertaken by UEM Land Bhd’s subsidiary Cahaya Jauhar Sdn Bhd, a joint venture company with the Johor state government.

Our 'French Riviera'

I WOULDN'T mind an office at Puteri Harbour. I reckon that with the state government commencing full operations out of the new administrative capital Kota Iskandar in Nusajaya, this newspaper may have to open a small office near there too. It did the same thing in Putrajaya.


Puteri Harbour was fashioned after the French Riviera.


Puteri Harbour redefines luxury living and offers boundless real estate benefits.

Puteri Harbour can be a tourist attraction in itself. Judging from the number of restaurants and cafes in the area, I'm sure it will be the next happening place in the state.

On a recent visit here, Puteri Harbour reminded me of the playground of the rich and famous on the Italian Riviera.

Portofino, a small Italian fishing village, is among one of the most beautiful ports in the Mediterranean.


I was there in 1999 as part of a month-long tour of Italy. My hosts took me for an early dinner at one of the seafood restaurants there.

I remember eating alfresco as we watched the sun set. The restaurant we were at fronted the marina, where all the luxury yachts were anchored.

Puteri Harbour can be like that and more although it has yet to receive luxury yachts docking at its marina.

It will not have the rustic feel of Portofino; with mountains on one side and the sea on the other and old buildings and little houses adding to its charm.

Of course, one cannot compare Puteri Harbour and Portofino. Furthermore, according to the Nusajaya website, the waterfront precinct was fashioned after the French Riviera, not the Italian one.

The 275-ha integrated waterfront and marina development, however, offers a panoramic view of the Straits of Johor.

"Puteri Harbour redefines luxury living and offers boundless real estate benefits to the astute investor. Puteri Harbour will offer the experience of waterfront living, dining, entertainment, the arts and culture in a safe and picture postcard natural setting," the website said.

Puteri Harbour's development components comprise prime waterfront properties; commercial development; food and beverage outlets; arts, music and entertainment; transportation hub (water taxis and ferry, bus terminal, tram and LRT station); a marina; accommodation for boaters, yachters, boat/yacht charter owners/operators and water sports owners/operators) and a cultural park initiated by the state government.

One of the projects that caught my eye was the canal homes with individual berthings.

But I have a small problem with the area. Across the straits is of course, the island republic. In fact, if you look closely, you would be able to see that some parts of the island are fenced up.

At certain hours of the day, you can hear the Singapore armed forces undertaking their firing exercise.

If you don't see their fighter jets and attack helicopters in the air, you can certainly hear them.

I don't know if other people have a problem with this. I certainly do.

New landmark for Johor

JOHOR BARU: Dataran Mahkota, the state’s administration centre at Kota Iskandar in Nusajaya, is big enough to accommodate up to 50,000 people at any one time.

Located between the new Johor State Assembly building and the Mentri Besar’s and state secretary’s complex, the facility is suitable as an assembly area for government staff, functions and even as a spot for relaxation.

An official from Cahaya Jauhar Sdn Bhd (the company tasked with building and maintaining the 130ha Kota Iskandar) said that Dataran Mahkota was divided into five components.

He said the components comprised a ceremonial ground, central water plaza, memorial wall, amphitheatre and welcoming moulds.

“The ceremonial ground is a fusion of tiles and grass lawns which form a huge geometric shape in the form of a star and a half moon.

“We also have a memorial wall detailing the state’s history and glory days,” the official said, adding that this was suitable to promote tourism.

He said the open-air amphitheatre, which could sit about 1,800 people, was ideal for entertainment, and cultural and social activities.

“At night, the view is spectacular, especially with the lighting, fountain and garden,” the official said, adding that the construction of Kota Iskandar started four years ago.

There are three main parks within the complex — Atrium Jauhar, Laman Kasturi and Laman Bunga Rampai.

The official said the government buildings were unique as they were built in the concept of a Malay house with traditional roofing.

“We have another shaped like an A with aluminium frames outside the building to keep out the glare and heat.

“These buildings also have spaciousness and greenery to give government servants some breathing space,” he said.

Kota Iskandar also deploys a state-of-the-art garbage disposal systems which involves the fixing of covered pipes within the buildings to channel garbage to a collection area.

“Garbage is just put into this vacuum pipeline and carried into a dumpster,” the official said, adding that the buildings were also disabled-friendly.

On security, he said that closed-circuit cameras were positioned at strategic spots and people entering the area would go through several checks.

The total development cost of Kota Iskandar is RM1.5bil and it will take several more years to be fully developed.

Although Petrajaya is sleeping but Nusajaya is on going while Putrajaya is moving and Petaling Jaya (PJ)/Subang Jaya (USJ) is booming!

hmmm....maybe integrated gov complex is better than scatter complex.btw,if u see the design of the main building...it's resemble to the previous Bangunan Sultan Abu Bakar in JB(pejabat mb yg lama).i really like the architecture besides masjid sultan abu bakar.

no more kubah2....back to the old jb.yeah,puteri harbour really rocks.i hope there'll be water bus to operate from jb-nusajaya.

BANGUNAN pentadbiran baru kerajaan Johor yang diberi nama Kota Iskandar dirasmikan oleh Sultan Johor, Sultan Iskandar Ismail di Nusajaya baru-baru ini.

NUSAJAYA 27 April _ Jika di ibu negara, rakyat berbangga dengan pembinaan pusat pentadbiran yang baru di Putrajaya, di Johor, Kota Iskandar kini menjadi lambang kemegahan anak Johor.

Dengan seni bina unik dan menarik, Kota Iskandar yang kini menjadi pusat pentadbiran baru kerajaan negeri yang serba moden menggantikan Bangunan Sultan Ibrahim di Bukit Timbalan.

Dirasmikan Sultan Johor, Sultan Iskandar Ismail pada 16 Mac lalu, Kota Iskandar mencerminkan pencapaian kerajaan negeri yang disegani di negara ini.

Menteri Besar, Datuk Abdul Ghani Othman dalam ucapannya berkata, kedudukan Kota Iskandar juga amat strategik kerana terletak di dalam lingkungan tumpuan kegiatan ekonomi Iskandar Malaysia.

''Bangunan yang terletak di kawasan 130 hektar dan dibina dengan kos yang realistik serta tidak mengenepikan unsur-unsur warisan dan budaya juga menjadi kebanggaan seluruh rakyat negeri ini.

''Ini kerana Sultan Johor, Sultan Iskandar Ismail berkenan merasmikan dan menamakannya dengan Kota Iskandar, iaitu sempena nama baginda," katanya.

Menurutnya, reka bentuk bangunan, landskap dan persekitaran pusat itu menggabungkan ciri-ciri Bangunan Sultan Ibrahim di Bukit Timbalan, seni bina Istana Alhambra di Granada (kurun ke-14) dan Moor Andalusia serta rumah tradisional Johor pada kurun ke-19.

Abdul Ghani berkata, prasarana yang selesa, moden dan menarik juga menjadi pelengkap kepada Kota Iskandar yang dibangunkan dengan seni bina indah dan unik.

''Kesemua ini tentu menjadi satu kebanggaan rakyat Johor yang terkenal dengan keutuhan jati diri serta ketebalan budaya, sentiasa memaparkan khazanah silam sambil mara sebagai masyarakat progresif," katanya.

Menurutnya, susun letak bangunan dan ruang-ruang dalaman memberikan imej pentadbiran yang sistematik, efisien dan berintegriti sekali gus mewujudkan persekitaran bekerja yang kundusif untuk kakitangan awam.

Abdul Ghani berkata, seperkara lagi yang boleh dibanggakan ialah pembangunan pusat pentadbiran itu melibatkan 1,500 orang terdiri daripada perunding dan kontraktor dengan sebahagiannya adalah di kalangan kaum bumiputera dan anak jati Johor.

''Pembinaan Kota Iskandar juga membawa kesan berganda apabila menjadi pemangkin kepada kerancakkan pelbagai aktiviti ekonomi di kawasan sekitar seperti yang direncanakan dalam koridor ekonomi Iskandar Malaysia," katanya.

Beliau yakin kewujudan Kota Iskandar pasti akan memberi imej kerajaan negeri ke tahap baru yang mampu mengukuhkan keyakinan rakyat dan pelabur asing bahawa Johor amat komited untuk maju.

Rakyat Johor lahir perasaan bangga
NUSAJAYA 27 April - Rakyat Johor melahirkan perasaan gembira dan bangga dengan pembinaan Kota Iskandar yang menjadi pusat pentadbiran kerajaan negeri yang baru kerana ia melambangkan kemajuan negeri ini.

Mereka berpendapat, pembinaan Kota Iskandar yang menempatkan 76 jabatan kerajaan negeri dan Persekutuan di satu kawasan yang sedang pesat membangun amat bertepatan untuk memajukan lagi negeri ini.

Abdul Subar Ali, 47, berkata, penempatan kesemua jabatan kerajaan di Kota Iskandar akan memudahkan orang ramai berurusan kerana ia terletak di satu pusat sehenti.

Bapa kepada empat anak ini berkata, ini kerana di samping kedudukan bangunan yang teratur, ia juga menyediakan ruang tempat letak kenderaan yang banyak.

''Berbanding dengan Bangunan Sultan Ibrahim di Bukit Timbalan, kalau datang ke situ masalah yang sering dihadapi adalah kekurangan tempat letak kereta.

''Pada keseluruhannya sebagai rakyat Johor, saya amat berbangga kerana mempunyai pusat pentadbiran baru yang secara langsung melambangkan kemajuan negeri ini," katanya.

Faezah Kalid, 38, menyifatkan Kota Iskandar sebagai 'nadi atau jantung' kepada wilayah pembangunan ekonomi yang sedang rancak dibangunkan kerajaan di negeri ini iaitu Iskandar Malaysia.

Menurutnya, kewujudan pusat pentadbiran baru itu pasti akan memberi kekuatan yang menyeluruh kepada Iskandar Malaysia.

''Ia juga akan memudahkan para pelabur tempatan dan asing berurusan di kawasan itu kerana kesemua 76 jabatan peringkat negeri dan Persekutuan berpangkalan di situ," katanya.

Abdul Ghalib Amir, 48 berkata, pada keseluruhannya Kota Iskandar memang mempunyai pakej yang menarik, namun pihak pengurusan digesa memperbanyakkan papan tanda dan tanda arah ke bangunan-bangunan yang dimaksudkan.

''Saya lihat orang awam yang datang untuk berurusan ke sini masih tercari-cari kedudukan dan lokasi jabatan yang hendak dituju berikutan ketiadaan papan tanda dan ini perlu diatasi segera,'' katanya.

Selain itu, beliau juga berharap kerajaan menanam lebih banyak pokok bagi mewujudkan suasana yang redup dan hijau untuk meningkatkan keindahan persekitarannya.

Seorang lagi penduduk yang hanya mahu dikenali Selva Kumar, 34, pula menyifatkan Kota Iskandar yang dibina dengan menekankan seni bina indah dan unik itu sedikit sebanyak melambangkan kehebatan warga Johor itu sendiri.

''Ia amat bagus dan diharap ia menjadi semangat dan aspirasi semua anggota perkhidmatan awam untuk memberikan perkhidmatan terbaik kepada masyarakat,'' katanya.
