Kool, there's always HATERS, just about every city has somebody rating them with 3's.

Some people might rate Osaka as a 6 or 7 because it doesn't yet have a supertall and there is a bit of disorganization (when you consider there are multiple CBD's and skylines, but only Kita/Umeda has both density and some height), but this is common for most Japanese cities - and Osaka is second to none in my opinion. Particularly at ground level, mind you.

People are just rating pictures; obviously, having visited a place or lived there will change one's perception. Few people rating pics have ever visited Osaka. I'm willing to bet there is a correlation between rating and whether or not someone's been to Osaka or in general just likes Japan.

And of course, this is SkyscraperCity. People want to see huge, tall buildings. Japan's high density, lack of space, astronomical land prices and high frequency of natural disasters makes it hard to build rows of supertalls.

Well some like organized (say like Chicago), dense, tall skylines and others don't. Osaka's skyline isn't perfect, judging from pics as I've never set foot in the city let alone Japan yet, but I love it for its density and never-ending waves of high and mid-rise buildings. Height isn't a huge deciding factor..

This reminds me a lot of my own city's skyline (Boston), except obviously it's the Japanese version of it. I'll give it a 9.
