I wouldn't say the gold is unnecessary. The building is after all named in honour of 'The Battle of Eureka Stockade', which was an organised rebellion of gold miners in Ballarat in the 1850s. Melbourne, I guess you could say, would not be what it is today if it were not for the gold rush and Eureka pays homage to that. Also, the red stripe on the building is representative of the blood spilt during the Battle of Eureka Stockade.

9/10....wanna give 10 but the parking/podium/base is odd. It deserves much better. Anyway, somebody posted about it balances Melbourne skyline, and I definitely agree!!! Melbourne beautiful skyline just got better!
