I think its the underground link to the Raffles Place MRT station.

05 March 05 update:
North Tower Core wall at 26th floor which also serves as Mechanical Floor.
South Tower Core Wall at 11th floor. Part of 11th floor is also Mechanical Floor.

They actually have some glass installed already as you can see on this pic from Babystan:


It is green color and seems quite reflective.
