Tangier-Mediterranean Port
http://www.tmsa.ma/english/index.html The «Tangier-Mediterranean» project is a strategic priority for the economic and social development of the North Morocco region. It is part of the economic policy orienting Morocco towards exports, based on eight clearly identified export sectors, with particular emphasis on the free trade agreement with the European Union to be implemented between 2000 and 2012 ; Completion of the «Tangier-Mediterranean» project will have important economic effects in terms of jobs, creation of added value and foreign investment. Its particular position on the Straits of Gibraltar, at the crossing of two major maritime routes, and 15km from the European Union will enable it to serve a market of hundreds of millions of consumers through the industrial and commercial free zones which will be run by well-known private operators. It will also win part of the strong growth market of container transshipment and become the leading hub for cereal transshipment, a facility which is non-existent in the north-west African region at present. The project will be implemented, coordinated and managed by TMSA, a private company with public prerogatives, operating under an agreement with the State and interacting with the different ministries involved. The port complex will have important economic effects in terms of jobs, creation of added value and foreign investment. In addition to the economic effects of the operation of the port, there will be important effects resulting from its construction, particularly through foreign investments, and others from the operation of the free zones (direct and indirect added value, direct gains, jobs and foreign investment). ![]() In order to link the port with the free zones and the Special Economic Zone with the rest of Morocco and its principal economic centers, the Moroccan State has agreed to construct: • A 61 km freeway connecting the North freeway (Rabat -Tangier) with the Special Economic Zone; • A freeway linking the commercial zone to the port; • A two-lane expressway linking the port to Fnideq (site chosen for the development of a commercial free zone); and • A 45 km rail link connecting the Special Economic Zone to the national rail network. All this connection infrastructure will be financed by the Moroccan State and should be operational on the date the port comes into service. It is also planned to build new roads in the North region in order to open it up and link it to the major centers of the Kingdom: • Freeway linking Tangier and Asilah (35 km), representing the last section of the Rabat – Tangier freeway; • Upgrading of the Tangier - Tétouan road to an expressway; • Expressway linking Tétouan and Fnideq (38 km). ![]() The port is currently being constructed on a site 35-km east of Tangier. When completed, it will cover an area of over 500 sq km and employ some 145,000 people. Within the facility, three duty free zones will also be built, with these including an industrial zone covering 600 ha, a commercial duty free zone of 200 ha and a logistics free zone of 90 ha. On these there was further news recently, when back in June it was announced that Dubai's Jebel Ali Free Zone Authority (JAFZA) International had been awarded the 10-year logistics free zone management concession at the port. This was an important achievement for the company, which already has free zone management experience outside Dubai, in both Djibouti and at Malaysia's Port Klang Free Zone. The management contract follows the completion of a four-month feasibility study by JAFZA International into Tangier's suitability for a logistics free zone, the results of which were encouraging enough for both JAFZA and the TMSA to proceed, officials said on June 22. However, neither JAFZA nor TMSA officials would reveal the contract's value. Both the port and the free zones at Tangier Med are due to open for business in September 2007. The idea behind the whole facility is a simple and straightforward one. Tangier's strategic location near the Strait of Gibraltar makes it a natural not only for trade between the Mediterranean and the rest of the world, but also between Europe and North Africa. The larger docking facilities available will also bring down transport costs to Morocco by bringing in higher tonnage vessels. The existing Tangier free zone also recently demonstrated the potential value of Tangier Med. The July 25 edition of pan-Arab daily al-Sharq al-Awsat reported that since this zone had been established back in 1999, it had created some 16,000 jobs. The paper also reported that approximately 115 Moroccan and foreign companies were located in the area, with another 77 companies expected to come soon. As a result, the total number of jobs provided by the free zone was expected to reach 22,000 by the year's end. Given this, the much larger Tanger Med port facility is expected to also give a major boost to local employment. Yet it is also aimed at a more far-reaching structural goal. Since the TMSA took charge of the port's development, it has pursued a transparent approach to tendering and a positive attitude towards private-sector involvement. This follows the government's objective of opening up the economy, which is also one of the targets of the US-Moroccan FTA and the European Union-Moroccan Association Agreement. The port project supports the broadened commercial relationship envisioned under the US-Morocco Free Trade Agreement, as a statement from the US embassy on the awarding of the security grant put it. The eventual cost of the project is a matter of some conjecture, but official estimates put a price tag of USD 1.37bn to Tangier Med. This is being partly financed by the Hassan II Fund for Development (USD 228m) and the Abu Dhabi Fund for Development (USD 342m), but the rest will all have to come from private investors. So far, this is working out well, with the TMSA also clearly leaning on its Emirati connections in bringing in JAFZA, which brings great experience with it. The hope is that Tangier Med will act as a good example for change, and of the benefits of a much-debated move towards more free trade.

Tangier-Med port hydrocarbon terminal awarded to HTL-SMDC-IPG consortium
Rabat, May 23 - The Tangier Mediterranean Special Agency (TMSA) awarded on Monday the Hydrocarbon Terminal at the Tanger-Med port to the consortium grouping Horizon Terminals Limited (HTL) (United Arab Emirates), Afriquia SMDC (Morocco) and Independant Petroleum Group (IPG) (Kuwait). A TMSA communiqué, Sent to MAP on Tuesday, said that according the 25-year concession convention the consortium is to invest euro 25Mn before starting operations in December 2008. The concession provides for the designing, the funding, the equipment, the tapping and maintenance of the terminal, that is to comprise an oil post in deep water and a 308 000 m3 storage facility. The terminal will also serve as a supply platform to the local market and to boats. The Tanger-Med port is divided into several concessions covering the operating zones of the container wharf, the cereal wharf, the Ro-Ro terminal, the hydrocarbon wharf and the logistics free zone. The project as a whole requires total investment estimated at MAD 11Bn (USD 1 billion), breaking in construction and equipping of the new port at USD 390Mn, installation of facilities in the free zones USD 210Mn, connection and transport infrastructure USD 310Mn and off-site work site (water, electricity, telephone) USD 90Mn. Horizon Terminals Limited (HTL) - was established in April 2003, in order to capture growing regional and international demand for independent terminal facilities and management. Independent Petroleum Group (IPG) was established in 1976 and became a public limited company in 1995. The firm headquartered in Kuwait initially relied solely on oil trading activities; however, in 1999 diversified its now worldwide operations into trading and marketing of crude oil, petroleum products, LPG, petrochemicals and fertilizers. Further to these core activities, IPG has interests in terminal and distribution facilities, pipelines, shipping, petroleum storage facilities, and consulting services in the petroleum petrochemical fields. Afriquia SMDC operates since 1959 in the national distribution and storage of petroleum products. It stands in the first rank since 2003. In addition to a network of 210 Gas-stations, the company operates on the fuel industry market, aviation and fishing sector.

I read that the Tanger-Med port will be the second biggest in the Mediterranean after that of Setes in Italy..!! Pretty amazing.
I also read that previously the Maersk wished to take whole charge of a port in the North Morocco in the 70s, in exchange for long term concession... but the government at that time refused. As a result, they went and built that of Algesiras in Spain. |

Le réseau de transport vers Tanger Med s’organise
· Autoroute d’Oued Rmel et voie ferrée atteignent Ksar Sghir · La route nationale 16 fermée pour travaux L’ÉTENDUE du chantier et la complexité des travaux ne laissent aucun doute. Le plan, présenté par le ministère de l’Equipement à l’occasion de l’annonce de la fermeture de la route nationale (RN) 16, le confirme. L’autoroute de Oued Rmel et la voie ferroviaire qui desserviront le port de Tanger Med se dessinent sur une zone de quelques kilomètres carrés. Au milieu, on remarque une grosse canalisation d’alimentation en eau potable. «Autant de contraintes qui ont obligé la fermeture de la route à plusieurs kilomètres du site», souligne El Hassan El Bakhti, directeur régional de l’Equipement à Tanger. La route sera fermée du 30 juin 2006 au 30 mai 2007, soit onze mois. Des déviations sont prévues via la RN 2 entre Tanger et Tétouan, la RN 13 entre Tétouan et F’nideq, la route provinciale (RP) 4701 entre Ksar Sghir et Tétouan par Khmis Anjra, la RP 4703 entre pont Ktama et enfin la RN16 par Taghramt. Ces mesures permettront non seulement d’achever les chantiers dans de bonnes conditions et dans les délais, mais aussi d’assurer la circulation dans la région. En effet, l’entrée en service du port prévue pour le mois de juillet 2007 ne peut se faire si le tracé route n’est pas terminé. A noter que la voie ferrée, elle, ne sera opérationnelle qu’au début de l’année 2008. «La nature escarpée des terrains ralentit les travaux», indiquent les responsables de l’Office national des chemins de fer (ONCF). Par ailleurs, la réalisation de l’autoroute de Oued Rmel nécessite un gros budget. «C’est l’une des plus chères du Maroc», indique-t-on. Pour 54 kilomètres, l’enveloppe s’élève à plus de 4 milliards de DH. Elle devra traverser des dénivellations de plus de 100 mètres, soit -à titre indicatif- la hauteur des Twin Center de Casablanca. Le tronçon autoroutier sera effectué en quatre tranches et sera livré au début de l’été de l’année prochaine. Enfin, il est important de souligner que le port Tanger Méditerranée est l’un des projets-phares de la région nord. Le port en soi est dédié à recevoir des bateaux de gros tonnage et de servir de port de transbordement avec une capacité nominale de 3 millions de conteneurs. L’investissement prévu est de 15 milliards de DH auxquels s’ajoutent 30 autres milliards pour la mise en place de 900 hectares de zones franches industrielles. Morocco TIMES 7/24/2006 The future Tangier-Mediterranean port will allow Morocco to play the card "hinterland of Europe" to improve its competitiveness, thanks to connected logistics, attract more investments and create jobs, affirmed the president of the Tangier Mediterranean Special Agency (TMSA), Saïd Elhadi. In an interview with the French weekly magazine Jeune Afrique, the TMSA's president stressed that the port, with a capacity of 3.5 million containers, 500,000 trucks and five million passengers, will serve as a platform linking Asia, America, Europe and Africa and a hub for international oil offshore traffic. “The port and the free zones will also help create some 150,000 jobs by 2020 and accomodate 1,000 enterprises. "At its cruising speed, the port will achieve a sales turnover of about Euro 100 million, and it is only a tool in the service of regional development,” Elhadi said. He underlined that the added value will come especially from the real estate, industries, service enterprises, trade, etc, adding that these permanent incomes will be reinvested. Elhadi stressed the Tangier-Med project cannot succeed if the residents' vital needs are not satisfied. In this context, it is envisaged "not only to develop the principal cities of the region, but also to create three new urban centres along the highway. The urban centres will benefit from road, rail electric, drinking water and liquid waste treatment networks set up for Tangier-Med, he explained. As for the development of free zones, Elhadi said they will offer local enterprises the opportunity to develop themselves and gain in competitiveness, while remaining on the Moroccan territory. "We will make sure that regulations facilitate the setting up of Moroccan companies in free zones and help them to conquer international markets," he concluded. Tangier-Mediterranean port The MAD 12 billion Tangier-Med port project is of great proportions: a logistic free zone of 90 hectares; an industrial zone of 600 hectares (20 km away from the port), a commercial duty-free zone of 200 hectares (15 km away from the port) and tourism facilities in Fnideq. The project aims to position the North of Morocco as a logistic platform for the European market with its hundreds of millions of consumers, based on the Free Trade Agreement with the European Union which came into force in 2000. This project will also develop the tourism industry and boost exports, by providing an efficient port for free zones and Moroccan economic centres. TMSA, established on Sept. 10, 2002, is the project manager for the building and development of the port. It is also in charge of the development of the free zones. The Tangier-Med project is expected to complete before Dec. 31, 2006. In addition to building the infrastructure for the special economic zone, TMSA is also responsible for operating it as safely and competitively as possible. It is also the intermediary between all private and public partners, including the Hassan II Fund, Caisse de Dépôt et de Gestion (DDG), CMKD, the Abu Dhabi Fund, the North Agency, and the Ministry for Construction and Civil Engineering (Port Directorate).

Le compte à rebours s’emballe ! Plus que six mois pour accueillir le 1er navire dans les eaux du port de Tanger Med. Le plus grand port d’Afrique, bâti en un temps record à coups de milliards, de volonté et de performance. Sans compter les autoroutes et le chemin de fer qui le desserviront. Bref une grande réussite marocaine…à condition que tout soit prêt à temps ! L'appel du Nord Tanger Med, c’est aussi un immense défi national pour redonner au Nord du pays toute la place qu’il mérite. Des milliards d’investissements et 150.000 emplois sont attendus de ce projet. A quel prix pour l’environnement ? Cela suffira-t-il à bousculer les vieilles habitudes et assainir l’économie de la région ? Eclairages mène l’enquête. |

I think you might be right.
Tanger Med is/will be the largest port in Africa and the 3rd largest in the Mediterranean Sea. According to a US Embassy source: "Morocco will have the third largest capacity container port on the Mediterranean, Tanger-Med port, which will also include industrial and commercial free zones." I dont think the will is to surpass European ports but to become complementary to the operations of Spanish ports in order to serve West African markets and even destinations to the Americas jointly with the Spanish ones. |

#MOROCCO: The Biggest Port in Africa and the Mediterranean sea : Tanger-Med
I'd like to start a topic about morocco's new port of Tangier .It will be the biggest in aAfrica and the Mediterranean sea
It will employ 145 000 people at a first time (indirect and direct. it should be operational in the middle of 2007 and fully in 2009) There are also alot of free zones with alot of companies. This port also gets a very big airport and rail connection with the rest of the country and europe, one of the goals is to compete with the european ports, as a major stop in the mediteranean to the atlantic and the atlantic. In few months the first boats will come alongside !!! |
