P2-B Capitol budget approved
MASSIVE road projects top the list of projects to be financed by Cebu province in 2006 with the approval of the P2 billion budget during a special Provincial Board session yesterday. The proposed 2006 budget is P310 million more than the P1.7 billion budget this year. A total of P520 million will be spent for various road and bridge projects of Gov. Gwendolyn Garcia. Garcia has, as an election promise, vowed to construct at least 150 kilometers of road in the towns. Local government units also stand to receive financial assistance amounting to P287 million. Health services came in as the recipient of the third highest allocation with P153 million set for the purchase of health insurance, medicines, supplies, as well as improvement of district hospitals. With only minor amendments, the budget was approved by nine board members out of the 10 legislators present during the special sessions. Board Member Raul Bacaltos, the only opposition member present, abstained during the voting. "There were flaws in the procedure," he said. The proposed appropriation, he said, did not pass a budget hearing and was not covered by a committee report. Bacaltos asked the most questions of the budget during the sessions. Governor Garcia submitted Cebu Province's largest-ever annual budget to the board last October. It was referred to the committee on budget chaired by opposition member Gabriel Luis Quisumbing. Quisumbing failed to conduct budget hearings three times because of difficulties in mustering a quorum. Allied members of the governor voted to discuss the budget during last Monday's sessions prompting opposition members to walk out. The other board members then scheduled a special session that paved the way for the budget's approval yesterday. |

INTEGRATED TRANSPORT SYSTEM We envision an Integrated Transport System that would feed into an LRT connecting to Mactan International Airport, the proposed Cebu International Port and into the Tourism Corridor with the main terminal located at the Sheraton Hotel located beside SM City wherein Cebu passengers can connect to the North through the North Coastal Road and to the South through the South Reclamation Project.

You know, I noticed that Cebu implements projects faster than in MM. Sa Metro Manila, dadaan pa sa butas ng karayom ang mga 'to dahil sa politika. Look at North rail, it took them long to start it kasi daming
